RESOLUTION NO. 15 , 77 0
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY, CALIFORNIA APPROVING A
GRANTEE PERFORMANCE REPORT AND
AUTHORIZING THE FILING THEREOF WITH THE U.S.
DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT.
WHEREAS, the U.S. Department of Housing and Urban
Developiment (HUD) requires the preparation of an annual Grantee
Performance Report, a public notice and a public hearing on such Report
and;
WHEREAS, such Report has been prepared, public notice given and
public hearing held; and
WHEREAS, the City Council of the City of National City,
California wishes to approve said Report and to authorize filing thereof;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of National City, California that the Grantee Performance Report
(Grant No. B-87-MC-06-0560) consisting of thirteen pages and dated October
18, 1988 is hereby approved and the Mayor is hereby authorized, on behalf of
the City Council, to file said Report with the U. S. Department of Housing
and Urban Development.

GRANTEE PERFORMANCE REPORT
NARRATIVE ASSESSMENTS
Locally Identified Community Development Objectives:
National City has three major community development objectives:
(1) Housing Rehabilitation
(2) Public Works Improvements
(3) Removal of Slums and Blight
The 1985-86, 1986-87 and 1987-88 Community Development Block Grant
Programs (CDBGP) as outlined in our final statement has addressed each of
these needs and provided funding toward meeting each of these needs. The
relationship between the community objectives and the use of the funds is as
follows:
(1) Housing Rehabilitations. Under the program $525,723 was set
aside to provide loans to persons of lower income to rehabilitate
their homes. A total of 42 loans were made to families with
these funds. Of the 42 loans 26 were to hispanic, 2 black, 4
asian and 10 white families. 15 loans were made in 1985, 13 in
1986 and 14 in 1987.
To date 42 additional loans were made from our revolving fund in
the amount of $482,009. All 42 loans were made to lower income
families. These loans were made with repayment funds. 13 loans
were made in 1985, 13 in 1986 and 16 in 1987.
(2) Public Works Improvements. These needs are quite extensive.
During these program years a total of $2,611,000 was programmed
to meet these needs. This included $549,500 for traffic signals,
$190,000 for Boys do Girls Club and Samahan Clinic, $545,000 for
drainage work, and $560,000 for a gymnasium, Senior Center and
Senior Dinning Room. These funds will be expended for these
projects. As of 6/30/88 $1,619,145 has been expended, $793,175
during 1985, $477,012 during 1986 and $348,958 during 1987.
(3) Removal of Slums and Blight. This community need is being met
in our downtown area where we have acquired and demolished
structures using local tax increment funds.
In summary, all of the CDBGP funds are being used in accordance
with our final statement and the local community development
needs. No persons were displaced as a result of this funding.
II. National objectives which are being met by this program include benefiting
persons of lower income.

III. Primary objectives require that at least 60% of all Community Development
Block Grant funds benefit persons of lower income. In these programs
$3,644,732 or 100% of these funds have been used to benefit lower income
persons. We further commit that at lest 60% of all funds over the next three
consecutive years will be used to directly benefit lower income persons.

Direct Benefit Activity
9. Public Facilities Project:
This project involves the expansion of the Samahan Health Clinic. The Clinic
is located in census tract 121 which is a low income area and primarily
services low income clientele. Fees are charged on a sliding scale basis.
Health services are provided. Funds will only be used to expand the physical
facility.
10. Public Facilities:
The project involved the expansion of the Morgan Towers Dining Room which
provides meals to Seniors. No fee is charged. Donations are recommended.
Funds were used to expand the physical facility and to provide additional
seating for 45 more persons.

1. The City of National City, through the Community
Development Commission, has participated in the
activities of the San Diego Regional Fair Housing
Task Force. since June, 1987.
2. As part of the 1987-88 and 1988-89 Community
Development Block Grant Program we hired the
San Diego Resident Relations Foundation to
provide information and technical assistance
to National City landlords and tenants. The
contract is for $5,500 for each year.
3. We have hired the Heartland Human Relations
Association to investigate and to report on
alleged discrimination in housing and to be
a Fair Housing resource in National City.
The contract was for $3,000 for the period
July 1, 1987 through June 30, 1988. We have
executed a second year contract for, $3,000
for the period July 1, 1988 through June 30,
1989. Heartland has also been hired to perform
a Fair Housing Audit in conformance with HUD
requirements. This audit is underway.
Actively supported fair housing and the fair housing
conference in the San Diego area.
Has provided information on housing matter to 48
recipients.
Provides residents with a unbias referral agency to
free investigate complaints.
