RESOLUTION OF THE CITY COUNCIL OF THE, CITY OF NATIONAL CITY
AUTHORIZING THE CITY ENGINEER ¶LO EXECUTE RIGHT OF WAY/
UTILITY CERTIFICATE
BE IT RESOLVED by the City Council of the CITY OF NATIONAL CITY
that the City Engineer is hereby designated as the city official authorized
to execute Right of Way/Utility Certification for Local Agency Federal Aid
Projects.

Your attention is directed to Local Programs Manual Volume I, Sec jolt 14,
Right of Way and Section 12, Utility Facilities, for the Federal require-
ments regarding Certifications.
In order to obtain Federal authorization for construction funds, a Right of
Way/Utility Certification is required on nearly every project. On projects
within existing right of way that do not require a formal Certification, we
will need a letter for each project signed by the authorized Local Agency
official, stating the following:
"Right of way acquired for a previous construction project. All new
work will be within that existing right of way. Compliance with
FHPM 7-5-1 (Relocation Assistance) not required (no utilities, ease-
ments, disposal -sites, obstructions, railroads or material sites are
involved)".
"This will be a locally administered project and I certify that
(Local Agency) has been informed in writing of Caltrans' high and
low risk underground facilities policy. I am aware that the State
assumes no liability for compliance or noncompliance with said
policy".
A Resolution designating the Local Agency official authorized to sign
Certifications must be on file in our office.
The Caltrans "Manual on High & Low Risk Underground Facilities Within High-
way Rights of Way" was sent to all agencies on May 22, 1985. Should you
