Deloitte Haskins & Sells (DH&S) acknowledges your City
Council's action on July 7, 1987 to hire our firm to serve as
financial consultant for the review of the Starboard Police
Facility proposal on the City's behalf. The action taken at
the July 7 meeting recommended the retention of DH&S for
completion of two tasks at_.a cost not to exceed $3,500. The
two tasks included:
#1 Confirmation that the selected financing structure is the
most appropriate to accomplish the projects, and
#2 Analysis and recommendation on how to best use available
cash resources (currently available $1.2 million).
On July 16, 1987 DH&S completed the work outlined in task #1
above, by submitting a 3 page letter of review and
recommendations. Another report will be submitted regarding
task #2 immediately following the completion of financing
schedules by E.F. Hutton & Co.
Pursuant to further discussion with City staff, we estimate an
additional 20 hours of our financial expertise is requested
for this project. The proposed additional work is to include:
o A review of the design characteristics to identify
potential life cycle cost reductions;
o Identification of cost savings suggestions for the City
staff to consider and discuss with the developers and
financial team; and
o Examination of cost savings methods proposed by the
developers.
Mr. Tom G. McCabe
