HomeMy WebLinkAboutCC RESO 15,403RESOLUTION NO. 15,403 RESOLUTION ESTABLISHING RANGE FOR THE NEW CLASSSIFICATION OF FIRE PLATOON COMMANDER WHEREAS, the Civil Service Commission of the City of National City at its regular meeting of August 13, 1987, authorized the amendment of the classification plan of the City by the establishment of the new classification of Fire Platoon Commander. WHEREAS, the compensation and benefits for this classification should be consistent with assigned responsibilities and duties. NOW, THEREFORE, BE IT RESOLVED that this classification shall be assigned to the following bi-weekly salary range: $1262.62 - $1325.73 - $1392.00 - $1461.60 - $1534.68 PASSED and ADOPTED this 25th day of August, 1987. Waters, Mayor ATTEST: Ione : mpbell, City Cle APPROVED AS TO FORM: George H. iser, III - City Attorney CLASS SPECIFICATION FIRE PLATOON COMMANDER DEFINITION Under direction to perform responsible management, supervisory and administrative work in coordination of a fire suppression platoon and department activities including but not necessarily limited to: fire training, emergency medical services, fire prevention activities, and fire suppression operations; and to do related work as required. • CLASS CHARACTERISTICS Serves as highest level command officer on a twenty-four hour shift. Provides direction to Fire Captains who serve as company commanders. In addition carries -out department -wide activities as assigned by the Fire Chief and the Fire Battalion Chief. EXAMPLES OF TYPICAL DUTIES Assists in planning, directing and reviewing the activities of fire personnel performing fire inspections, fire suppression, fire prevention, and related training activities; responds to fire and other emergency calls; conducts fire ground operations, which includes application of the Incident Command Management System, deployment of personnel and equipment, and related fire ground functions. Oversees and conducts firefighter training. Insures that fire investigations are conducted. Does public speaking related to all fire department activities; prepares operational related reports and assists in the writing of staff reports on various subjects. Assists in preparing annual budget; works with other City and governmental agencies in all matters of concern to the Fire Department; may serve as acting Chief in the absence of a Chief Officer. Provides liaison to the fire Communications Center; oversees the entire fire and rescue delivery system insuring that the system functions as designed and that policies and procedures are adhered to. QUALIFICATIONS Training and Experience - Training and experience equivalent to the following: A.A. degree in Fire Science or an A.A. degree in another field and a Fire Science Cerificate; and certificate of completion of Instructors training 1-A; and three years of experience in an urban fire department. (Three years of experience as a Fire Captain with the National City Fire Department may substitute for the educational requirements.) Knowledge, Skills and Abilities - Knowledge of firefighting principles and the techniques and equipment employed in fire suppression; knowledge of local, county, state, and federal laws and regulations pertaining to fire suppression/prevention; knowledge of training methods, communications and group instruction; knowledge of emergency medical methods; ability to train and lead people and to maintain discipline and morale; ability to keep records; ability to take effective courses of action in emergency situations; ability to maintain effective working relations with others; knowledge of the City's fire, emergency medical and dispatch delivery systems; possesses interpersonal skills; has skills and abilities in apply various problem solving techniques. SPECIAL REQUIREMENTS Possession of valid California drivers license at the time of appointment. Possession of an EMT 1 FS Certificate upon one year of service with the Department; unless already obtained, the candidate shall obtain 15 college level units of fire science and/or supervision within one year of initial appoinitment to the class.
