HomeMy WebLinkAboutCC RESO 15,323RESOLUTION NO. 15,323 RESOLUTION APPROVING FISCAL YEAR 1987-88 COMPENSATION PLANS FOR THE CITY MAKER, CITY ATTORNEY, EXECUTIVE AND MID -MANAGEMENT PERSONNEL WHEREAS, the City Manager has presented the City Council with certain recommendations regarding Executive and Mid management Employees' compensation; and WHEREAS, the City Council has determined that the recommended compensation plan, together with any required modifications, should be implemented; NOW, THEREFORE, BE IT RESOLVED as follows: SECTION 1. The compensation plan for the City Manager, City Attorney, Executive and Mid -management personnel, which is more specifically set forth in Attachment "A" as modified by Attachment "B", with the exception of vehicle allowances which shall remain as presently in effect, is hereby approved effective July 1, 1987; SECTION 2. The City Manager is hereby directed to reflect said compensation plan in the final budget for Fiscal Year 1987-88. PASSED and ADOPTED this 9th day of June, 1987. Georg H. McCabe, City Manager SUBJECT : EXECUTIVE AND MID -MANAGEMENT COMPENSATION PLAN 1987-1988 Enclosed is my annual report to the Council on the Executive and Mid -Management Compensation Plans. It includes recommendations and a cost analysis. Changes in benefits and salaries were recommended by Personnel Research Center based upon a study performed at the direction of the City Council. The consultant's recommendations were made on the basis of salaries and benefits provided in February 1987 by other cities in this county and comparable cities in other parts of California. This report was presented to the Council on April 3, 1987. It was discussed by the consultant at the Council meeting of April 21, 1987. Staff has supplemented the consultant's recommendations by preparing salary recommendations for those mid -management positions for which the consultant was not able to show external salary comparisons. Also, a recommendation is included for the vacant position of Assistant Finance Director which was not studied in the survey. In each case, the recommendation is based on the percentage salary increase recommended for related positions. For this purpose, the following comparisons were made: Positions Benchmark Positions Assistant Finance Director Finance Director Deputy Public Works Director Public Works Director Executive Assistant to Mayor Executive Assistant to City Manager Fire Marshal Fire Battalion Chief and Fire Captain Since the consultant's salary recommendations are based upon bringing the studied positions up to salary levels in effect as of the time of the survey (February 1987), it is recommended that a uniform percentage increase over the consultant's recommended salaries be applied since most, if not all, cities will grant increases on July 1, 1987. Based upon what information is available to us at this time, a five per cent increase over the consultant's recommendations is reflected in the Summary of Recommendations. The recommended amount of $2,550 per year for usage of private vehicle is based on the average of the amounts recommended by the consultant for individual positions. Consistent with established practice, I am making no recommendations on the salaries for the City Attorney, the City Clerk, and the City Manager. Enclosures 1987-88 SUMMARY OF RECOMMENDATIONS I. SALARY No recommendations are made by staff for executives who are elected or report directly to City Council. Salary figures show actual salary for City Attorney, City Clerk and City Manager and top of salary band for all other positions. Note: Increases in salary band do not necessarily result in increases in salary for individual employees. Implement changes in benefits as recommended by Personnel Research Center. See Appendix of this report for copy of benefit recommendations from Personnel Research Center report. B. It is recommended that implementation of recommendations should be subject to the following conditions: (1) Staff shall work with City's group insurance consultant to implement recommended Long Term Disability Insurance Program and recommended changes in Life Insurance benefits as expeditiously as possible. These changes to be implemented effective on or after July 1, 1987. (2) City Manager review consultant's recommendations concerning vehicle allowance to, determine which executives should be assigned a City vehicle on a 24-hour a day basis and which should receive an allowance for usage of their own vehicle. Further, that the vehicle allowance shall be $2,550/year for all Executives who are not assigned a City vehicle on a 24-hour a day basis. (3) Staff shall develope procedures for most cost-effective implementation of recommendation to provide periodic physical examinations.
