RESOLUTION OF luE CITY COUNCIL OF THE CITY OF NATIONAL CITY
OPPOSING CERTAIN PROVISIONS OF AB 2505
WHEREAS, AB 2505 (Stirling) would reallocate revenue from traffic
fines and bail forfeitures in San Diego County, and provide for the
creation of a limited purpose special district to fund the construction of
criminal justice facilities in the County, and
WHEREAS, the current allocation of traffic fines for each city was
determined following negotiation between individual cities and the county,
and
WHEREAS, the proposed reallocation would have a significant fiscal
impact on the City of National City, and
WHEREAS, the City of National City recognizes the magnitude of the
crisis in the criminal justice system in San Diego County and supports the
creation of a limited purpose special district as the appropriate vehicle
to fund the construction of jail and courtroom facilities, and
WHEREAS, the exchange of revenue as proposed in AB 2505 would
provide only marginal, temporary relief in the current jail overcrowding
crisis, rather than a long term solution to an ever increasing problem;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of National City hereby opposes the passage of AB 2505 (Stirling) in its
current form, and urges defeat of the measure.
