HomeMy WebLinkAboutCC RESO 15,192RESOLUTION NO. 15,192 A RESOLUTION OF Tih CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALirORNIA, ADOPTING AN AMENDMENT TO THE GENERAL PLAN. WHEREAS, the City Council considered the recommendation and findings of the Planning Commission for approval of an amendment to the General Plan to change the land use designations on the Combined General Plan/Zoning Map, along with evidence and testimony presented at the duly advertised public hearing held by the City Council on January 13, 1987; and WHEREAS, the Planning Commission and City Council have caused and duly held studies and proceedings for the timely amendment to the General Plan of the City of National City, pursuant to Title 7, Chapter 3, Article 6 of the Government Code of the State of California, and WHEREAS, the Planning Commission at a duly advertised public hearing held on June 2, 1986, considered the proposed amendment to the General Plan of the City of National City, along with all evidence and testimony presented at said hearing, and along with the proposed Negative Declaration together with any comments received; and WHEREAS, the City Council recognizes the need and desirability to conduct reviews of, and consider amendments to, the General Plan to accommodate the changing needs of the community. NOW, THEREFORE BE IT RESOLVED that the City Council has considered the proposed Negative Declaration together with any comments received during the public review process and all evidence and testimony presented at the hearing and finds that on the basis of the Initial Study and any comments received that there is no substantial evidence that the project will have a significant effect on the environment, approves the proposed Negative Declaration, and authorizes the filing of a Notice of Determination. BE IT FURTHER RESOLVED that the City Council finds that the public necessity, general welfare, convenience, and sound planning principles require the proposed General Plan amendment, as described in the reports prepared by staff for the proposed amendment. BE IT FURTHER RESOLVED that the City Council hereby amends the land use designations of the General Plan on the Combined General Plan/Zoning Map as follows: ATTEST: 1. From RM-1 (Residential, Multi -Family Extendable), to RS-2 (Residential, Single -Family Small -Lot) for specific properties located on both sides of 20th Street westerly of "N" Avenue, excepting the westernmost parcel on the south side of 20th Street (Case Files Nos. GP-4-86/ZC-6-86); and 2. From RM-1 (Residential, Multi -Family Extendable) and RS-3 (Residential, Single -Family Extendable) to RS-2 (Residential, Single -Family Small -Lot) for specific properties on the west side of "N" Avenue, approximately 135 feet to 300 feet north of Roselawn (Case File Nos. GP-4-86/ZC-6-86); and 3. From ML (Industrial, Light Manufacturing) to CT (Tourist Commercial) for approximately 1.36 acres located immediately south of the trolley station, west of Wilson Avenue, north of 24th Street and east of I-5 and the trolley line (Case File Nos. GP-5-86/ZC-7-86); and 4. From MM (Industrial, Medium Manufacturing) to CT (Tourist Commercial) for approximately 6.4 acres located west of I-5, south of 24th Street, east of the SD&AE railroad right-of- way, and north of Paradise Marsh (Case File Nos.
