A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DENYING GENERAL PLAN AMENDMENT AND ZONE CHANGE
APPLICATIONS TO CHANGE THE DESIGNATIONS ON 1.1fE COMBINED
GENERAL PLAN/ZONING MAP FROM RS-3-PUD TO IP-PD FOR AN
APPROXIMATELY 7.12 ACRE CANYON AREA SOUTHWEST OF
RACHAEL AVENUE AT BLUERIDGF STREET
(CASE FILE NOS. GP-2-85/ZC-4-85)
WHEREAS, the City Council considered the recommendation and
findings of the Planning Commission for denial of General Plan Amendment
and Zone Change applications to change the land use designations on the
Combined General Plan/Zoning Map from RS-3-PUD to IP-PD for an
approximately 7.12 acre canyon southwest of Rachael Avenue at Blueridge
Street, along with evidence and testimony presented at the duly advertised
public hearing held by the City Council on January 13, 1987; and,
WHEREAS, the Planning Commission and City Council have caused and
duly held studies and proceedings for the timely amendment to the General
Plan of the City of National City, pursuant to Title 7, Chapter 3, Article
6 of the Government Code of the State of California; and,
WHEREAS, the Planning Commission and City Council have caused and
duly held studies and proceedings for the proposed Zone Change pursuant to
Section 18.112.040 of the Municipal Code and Title 7, Chapter 4, of the
Government Code; and,
WHEREAS, the Planning Commission at a duly advertised public
hearing held on June 2, 1986, considered the proposed amendment to the
Combined General Plan/Zoning Map of the City of National City, along with
all evidence and testimony presented at said hearing, and along with the
Final Environmental Impact Report prepared for the project; and,
WHEREAS, the City Council recognizes the need and desirability to
conduct reviews of, and consider amendments to, the General Plan to
accommodate the changing needs of the community;
NOW, THEREFORE BE IT RESOLVED that the City Council has considered
the Final Environmental Impact Report together with any comments received
during the public review process and all evidence and testimony presented
at the hearing.
BE IT FURTHER RESOLVED that the City Council finds that the public
necessity, general welfare, convenience, and sound planning principles do
not require the proposed General Plan amendment, as described in the
reports prepared by staff for the proposed amendment.
BE IT FURTHER RESOLVED that the City Council hereby denies the
proposed General Plan amendment (case file no. GP-2-85).
BE IT FURTHER RESOLVED THAT the City Council finds that the
proposed Zone Change is not consistent with or necessary to implement the
applied, RS-3, single-family residential, land use designation of the
General Plan.
BE IT FURTHER RESOLVED that the City Council hereby denies the
proposed Zone Change (ZC-4-85) .
