RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY
DECLARING B.S.I. CONSULTANTS, INC. TO BE THE MOST
RESPONSIBLE PROPOSAL AND AUTHORIZING Tut; MAYOR TO EXECUTE
AN AGREEMENT WITH B.S.I. CONSULTANTS, INC.
WHEREAS, the City Engineer of the City of National City did in
open session, publicly open and examine all sealed proposals received as a
result of the Request for Proposals for the acquisition of all right-of-way
needed for the construction of Euclid Avenue from 16th to 20th Street.
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council of the
City of National City hereby rejects all of said proposals except that
herein mentioned, and hereby awards the contract for the acquisition of all
right-of-way needed for the construction of Euclid Avenue from 16th to 20th
Street to the lowest responsive bidder, to wit:
B.S.I. CONSULTANTS, INC.
BE IT FURTHER RESOLVED by the City Council of the City of National
City, California, that the Mayor is hereby authorized to execute on behalf
of the city, a contract between B.S.I. Consultants, Inc. and the City of
National City to provide for the acquisition of all right-of-way needed for
the construction of Euclid Avenue from 16th to 20th Street.

SUBJECT: Euclid Avenue Right —of —Way Acquisition; Agreement to
Provide Professional Services
Dear Mr. Pachon:
Per your request this letter is written to reiterate our proposed
scope of services, the agreed upon fee, and to serve as an
agreement to provide these services. The approved scope of
services as proposed is as follows:
1. Provide complete narrative appraisal reports on each of
the properties from which right—of—way is to be acquired.
2. Review these appraisals and submit them to the City with
the recommendation that they be approved for negotiation
purposes.
3. Prepare Offers to Purchase, Appraisal Summaries, and
other documents as required.
4. Mail written notices of the City's Intent to Acquire to
each property owner whose property is to be acquired.
5. Present each property owner with a written Offer to
Purchase and an Appraisal Summary and explanation of the
acquisition process.
6. Negotiate with each property owner, on behalf of City,
for the purchase of required right —of —way -per the
appraisal and upon negotiating settlement, draft purchase
agreement in appropriate form and submit to City,

7. Confer with City staff, legal council, or any source
necessary to be fully informed to negotiate with owners.
8. Prepare instructions to escrow holder, and coordinate
escrow activities on behalf of the City on negotiated
settlements.
9. Prepare reports and documents for City in event of
condemnation.
10. Prepare legal descriptions and plats for each parcel to
be acquired and prepare proper conveyance documents.
11. Prepare a right—of—way map delineating the scope and
nature of all property to be acquired.
Please note that we have removed from the original scope those
items that deal with Federal and FAU regulations as they no longer
apply.
Our proposed fee for the services outlined above is billable on a
Time and Materials basis with the total fee not to exceed
$ 53,000.00. Further, we anticipate that we will be able to
certify to the City that all required right—of—way has been
acquired within 24 to 32 weeks from the date of this
correspondence.
Should all of the terms set forth herein be acceptable, please
have the original copy of this letter signed and returned to this
office. The signed duplicate letter is for your files. Should
you have any questions or require further clarification on the
items covered herein, please. don't hesitate to call.
