HomeMy WebLinkAboutCC RESO 15,238RESOLUTICtsT NO. 15,238 A RESOLUTION OF ME CITY OOUtsTCIL OF 1HE CITY OF NATIONAL CITY SUPPORTING AN INCREASE IN THE SURCHARGES ON CERTAIN FINES FOR THE PURPOSE OF FACILITATING THE OONSTRUCrION AND OPERATION OF DErENTIC'T AND COURT FACILITIES IN SAN DIEGD cowry Y The City Council of the City of National City does hereby resolve as follows: WHEREAS, the City of National City has joined the County in its effort to respond to the problem of severe jail overcrowding; and \IiEREAS, the Board of Supervisors, on February 11, 1986, declared a state of emergency because of overcrowding within the County detention system; and WHEREAS, the County Jail System consistently has 1,450 more inmates in custody than the State rated capacity of 2,315 beds; and WHEREAS, the Sheriff is forced to release an average of 1,400 inmates each month because of the lack of bed space, thereby threatening the security and quality of life of County residents and visitors; and 11EREAS, 6,500 additional jail beds are projected to be needed by the year 2005; and WiIERFAS, 52 new courts will be needed by the year 2005 to process an increasing number of trials; and WHEREAS, the need for additional courtrooms and jail beds to prosecute and house the number of arrestees and inmates projected through the year 2005 far outstrips any reasonable projection of available revenues over the next 20 years, requiring the State to authorize additional revenue sources; NOW, THEREFORE, BE IT 1*OLVED that the City Council of the City of National City urges the California State Legislature and the Governor of the State of California to immediately enact legislation which would authorize the Board of Supervisors of the County of San Diego to increase the surcharges collected for the County Criminal Justice Facility Construction Fund fram $1 to $2 for each $10 of nonparking fine; and to increase the surcharge collected for the County Courthouse Temporary Facility Construction Fund from $1 to $2 for each $10 of nonparking fine. BE IT FURTHER RESOLVED that the City Council of the City of National City urges a change in the State law to permit the imposition of a county business license fee to finance construction and operation of facilities such as detention and court facilities.
