A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, RECOMMENDING APPROVAL OF A TENTATIVE SUBDIVISION
MAP FOR THE DIVISION OF 10.4 ACRES INTO 42 RESIDENTIAL LOTS IN
THE AREA EAST OF HARBISON AVENUE, SOUTH OF EIGHTH STREET AND
NORTH OF PLAZA BOULEVARD.

WHEREAS, application was made for approval of a tentative subdivision map to
divide 10.4 acres of property into-42 lots in the area east of Harbison Avenue,
south of Eighth Street and north of Plaza Boulevard, on property generally
described as:
Parcels 1, 2 and 3 of Parcel Map No. 10706 in the City of National City,
County of San Diego, State of California, filed November 19, 1980 per F/P
80-390248 O.R. and portion of northeast quarter of quarter section 106 of
Rancho de la Nacion according to Map NO. 166; and
WHEREAS, the Planning Commission of the City of National City considered
said application, final EIR (No. IS-85-41) and addendum (IS-86-56) at a public
hearing held on November 17, 1986,1and by Resolution recommended conditional
approval of the application; and,
WHEREAS, the City Council of the City of National City considered said
application and final EIR (no. IS-85-41) with addendum (IS-86-56) at a public
hearing held on December 9, 1986 at which time the City Council considered oral
and documentary evidence, as well as the record of the proceedings before the
Planning Commission, and the entire contents of case file nos. S-4-86, IS-85-41
and IS-86-56, which are incorporated herein by reference; and
WHEREAS, this action is taken pursuant to all applicable procedures required
by State law and City ordinances; and,
WHEREAS, the action hereby taken is found to be essential for the
preservation of the public health, safety and general welfare.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National
City that it hereby approves the tentative map for division of 10.4 acres into
42 residential lots on property located east of Harbison Avenue, south of Eighth
Street and north of Plaza Boulevard, based on the following findings:

property configuration and other design and improvement requirements
without additional reduction in allowable density or lot coverage,

BE IT FURTHER RESOLVED, that based on the findings hereinbefore stated, said
tentative subdivision map for division of 10.4 acres into 42 lots is hereby
approved subject to the following conditions:
1. The approval of the tentative map expires 2 years after approval by the
City Council resolution at 5:00 p.m. unless prior to that date a
request for a time extension not exceeding an additional three years
has been filed as provided by Section 66452.6(e) of the California
Government Code.
2. Final Map shall abide by all requirements of the Subdivision Map Act
and the National City Municipal Code, including certificates,
acknowledgements, complete boundary information, and monumentation.
3. An updated Soils Report shall be submitted addressing structural street
section for Plaza Blvd. and other public streets, retaining walls,
building pads, drainage channel, etc., to the satisfaction of the City
Engineer. Grading techniques shall be required and overseen by a
qualified geotechnical engineer to mitigate impacts associated with
expansive and loose soils, to the satisfaction of the City Engineer,
based upon specifications by Geocon (1978) and other required reports.

6. Six street lights are required, with final locations to be approved by
the City Engineer (at street intersections, curves and end of cul-de-
sac, generally, near lots 2, 5, 12, 18, 26 and 33).

8. Final plans shall incorporate the following changes, to the
satisfaction of the City Engineer:

at Eighth Street and Plaza Blvd. and tops of slopes; distance from
outside edge of curb to inside edge of sidewalk shall be 6 ft. for
Plaza Blvd., Eighth St., and Streets A and B; wheel chair ramps shall
be provided at the northeast and southeast corners of Harbison Ave. and
Street "A"; radius at cul-de-sac shall be 43 ft. from centerline to
curb.
9. Subdivider shall deposit $10,000 in a fund for construction of traffic
signals at Harbison/8th & Harbison/Plaza.
10. A restriping plan for a southbound left -turn lane along Harbison Avenue
at its intersection with Eighth Street shall be submitted to the City
Engineer for approval. Improvements shall be completed after approval
of plans by the Traffic Safety Committee and Civil Engineer.
11. The required fiteflow will be 1000 GPM for 2 hours at a minimum 20 PSI.
Sweetwater Authority shall certify to the Fire Dept. in writing that
this flow will be available.
12. The cul-de-sac shall be designated a fire lane in accordance with
National City Fire Dept. and Uniform Fire Code regulations.
13. Approval shall be obtained from the Sweetwater Authority for release of
existing easements. The approval may be contingent upon finalization
of new required easements.
14. The subdivider shall enter into an agreement for water facility
improvements with the Sweetwater Authority to satisfy fire flow and
domestic demands for proposed lots.
15. A minimum 20 ft. wide easement shall be provided for the water main
through lot 12.
16. Noise walls shall be designed and constructed in accordance with
specifications to be determined by an acoustical study, as required by
Environmental Impact Report no. IS-85-41. The noise walls/perimeter
fencing shall also be designed and constructed to provide architectural
interest, such as with decorative block and pilasters, subject to
approval by the Director of Planning.
17. Acoustical attenuation for the second stories of units on lots adjacent
to perimeter roads (Eighth Street, Harbison Ave., and Plaza Blvd.)
shall be provided, as determined necessary by an acoustical study. A
note shall be placed on the final map indicating which lots require the
attenuation.
18. A linear park shall be designed by a landscape architect and
constructed in the area along Plaza Boulevard, subject to approval by
the Director of Planning. The plan and improvements shall provide for
a solid wall, designed for noise attenuation and aesthetic purposes,
located along the southern side of the channel access road. The wall
shall establish the northern limits of the linear park.

19. A landscape plan shall be prepared by a landscape architect and
improvements completed, with approval by the Director of Planning, for
areas along the perimeter of the subdivision between roadways and noise
walls/perimeter fencing, and for the portions of the easement between
Plaza Boulevard and the proposed drainage channel access road. The
landscape plan and improvements shall also include street tree planting
for interior subdivision streets.
20. The minimum lot size shall be 5,000 sq.ft.
21. Proposed lots shall comply with requirements specified by the municipal
code, including lot width and street frontage. Proposed lot 15 shall
be adjusted to comply with the requirements, with all proposed lots to
remain in substantial conformance to the tentative map.
22. Portions of lots to be developed for a linear park, as required by
condition 18, shall be consolidated into a separate lot (lot 43) and
dedicated to the City.
BE IT FURTtiIR RESOLVED that copies of this Resolution be transmitted
forthwith to the applicant and to the City Council.
BE IT FURTHER RESOLVED that this action will become final and effective on
December 16, 1986.

decision may be sought is governed by the provisions of Code of Civil Procedure
Section 1094.6
