HomeMy WebLinkAboutCC RESO 15,109RESOLUTION NO. 15,109 A RESOLUTION OF 'rHh CITY COUNCIL OF THE CITY OF NATIONAL CITY ADOPTING AN AMENDMENT TO THE GENERAL PLAN (GP-3-86 AND ZC-4-86) WHEREAS, the City Council considered the recommendation and findings of the Planning Commission for approval of an amendment to the General Plan to change the land use designations of the General Plan on the Combined General Plan/Zoning Map for approximately 9.8 acres of property in the area east of Harbison Avenue, south of Eighth Street, and north of Plaza Boulevard, from CL, CG and RS-3 to RS-2, at the duly advertised public hearing held by the City Council on October 14, 1986; and, WHEREAS, the Planning Commission has caused and duly held studies and proceedings for the timely amendment to the General Plan of the City of National Ctiy, pursuant to Title 7, Chapter 3, Article 6 of the Government Code of the State of California, and, WHEREAS, the Planning Commission at a duly advertised public hearing held on August 18, 1986 considered the proposed amendment to the General Plan of the City of National City, along with all evidence and testimony presented at said hearing, and along with the Final Environmental Impact Report (No. IS-85-41) together with any comments received; and, WHEREAS the City Council has considered the Final Environmental Impact Report (No. IS-85-41) together with any comments received during the public review process; and, WHEREAS, the Planning Commission and City Council have certified that the Final Environmental Impact Report (No. IS-85-41) has been completed in compliance with the California Environmental Quality Act (CEQA), State EIR Guidelines and National City Procedures for Environmental Review; and WHEREAS, the Planning Commission and City Council found that changes or alterations had been required in, or incorporated into, the proposed project, which mitigate or avoid the significant environmental effects thereof as identified in the Final Environmental Impact Report and explained in the Planning Commission and City Council resolutions certifying the Final Environmental Impact Report (No. IS-85-41); and WHEREAS, the City Council recognizes the need and desirability to conduct reviews of, and consider amendments to, the General Plan to accommodate the changing needs of the community. NOW, THEREFORE, BE IT RESOLVED that the City Council finds that the public necessity, general welfare, convenience, and sound planning principles require the proposed General Plan amendment, as described in the reports prepared by staff for the proposed amendment. BE IT FURTHER RESOLVED that the City Council hereby amends the land use designations of the General Plan on the Combined General Plan/Zoning Map as follows: From CL, Limited Commercial; CG, General Commercial; and RS- 3, Single -Family Residential -Extendable; to RS-2, Single - Family Residential -Small Lot; for approximately 9.8 acres of property located in the area east of Harbison Avenue, south of Eighth Street and north of Plaza Boulevard. BE IT FURTHER RESOLVED that a Notice of Determination should be filed indicating that an Environmental Impact Report was prepared for this project pursuant to the provisions of CEQA, that mitigation measures were made a condition of project approval, and that the EIR and record of project approval may be examined at the City of National City Planning Department.
