HomeMy WebLinkAboutCC RESO 15,111RESOLUTION NO. 15,111 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, APPROVING A REQUEST BY THE SOUTH COUNTY REGIONAL MEDICAL CENTER ASSOCIATION TO LOCATE DIRECTIONAL, IDEN'1'JJ 1CATION SIGNS WITHIN THE PUBLIC RIGHT-OF-WAY. APPLICANT: CHARLES CHENEWETH, PRESIDENT SOUTH COUNTY REGIONAL MEDICAL CENTER ASSOCIATION CASE FILE NO. AP-1-86 WHEREAS, the City Council of the City of National City considered a request for approval of plans submitted by by the South County Regional Medical Center Association to locate directional, identification signs within the public right-of-way, at the meeting of October 21, 1986; and WHEREAS, at the meeting of October 21, 1986, the City Council of the City of National City considered the recommendation of the Planning Com mission for approval of said plans, subject to conditions, and for adoption of guidelines for approval of similar requests; and WHEREAS, Municipal Code Section 10.48.010 prohibits the posting of signs on public property, except as provided by Section 10.48.030; and WHEREAS, Municipal Code Section 10.48.030 provides that the City Council, by resolution, after considering the recommendation of the Planning Com mission, and in accordance with standards to be adopted by remintion duly adopted, may grant permission to post' such sign or signs as it may determine to be reasonable and proper; and WHEREAS, the request by the South County Regional Medical Center Association is categorically exempt from environmental review pursuant to the California Environmental Quality Act (Class 11, Accessory Structures); and WHEREAS, this action is taken pursuant to all applicable procedures required by State and City law; and WHEREAS, the action recited herein is found to be essential for the preservation of public health, safety and general welfare; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City hereby approves the request by South County Regional Medical Center Association to locate directional, 'identification signs within the public right- of-way, as described in Exhibit "A" and other supporting information submitted with the request and maintained in Case File No. AP-1-86, subject to the following conditions: 1. A minimum distance of 7 feet shall be maintained between bottom edge of sign and ground or sidewalk level 2. Signs shall have a blue background with white lettering. 3. Left edge of signs shall be at least two feet from the face of adjacent curb, unless a lesser distance is approved by the Director of Public Works. 4. A building permit shall be obtained for all signs prior to installation. Plans submitted for issuance of a building permit shall clearly indicate location, type and size of mounting poll., method of attaching sign to pn1Q, size of footing, and distance between bottom of sign and ground or sidewalk level 5. The final, exact location of each sign installed on a new pole shall be approved by the Director of Public Works. 6. If signs are installed on an existing pole with sign, written permission from owner of sign shall be obtained and submitted as part of the application for building permit. 7. Sign at Plaza & Euclid eastbound shall be placed on pnlP with existing Hospital sign. 8. Sign at 8th & Euclid westbound shall be installed on pole with existing Hospital sign. 9. Sign at 8th & Euclid eastbound shall be installed on po1P with existing Hospital sign. 10. Signs shall be mounted on two and three -eighths inch outside diameter aluminum or steel poles imbedded in concrete. 11. Height of signs shall not exceed 9 feet, except where combined with other signing. 12. All signs shall be of aluminum sheeting with baked -enamel finish for durability, or an engineering grade reflective paper. 13. Signs shall be a maximum of 16 inches wide by 24 inches long. 14. No sign shall be installed on a common post with a regulatory sign. 15. Signs shall be installed so as not to interfere with motorist's view of other highway signs. 16. The signing (and po1Ps) shall be removed at the request of the City. 17. Sign maintenance shall be the responsibility of the South County Regional Medical Center Association. Failure to maintain any sign shall be cause for removal per condition 16. BE IT FURTHER RESOLVED THAT copies of this resolution shall be transmitted forthwith to the applicant.
