HomeMy WebLinkAboutCC RESO 15,112RESOLUTION NO. 15,112 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, ADOPTING POLICY GUIDELINES AND DESIGN CRITERIA FOR APPROVAL OF DIRECTIONAL, IDENTIFICATION SIGNS IN THE PUBLIC RIGHT-OF-WAY. WHEREAS, the City Council of the City of National City has considered individual requests for locating directional, identification signs within the public right-of-way; and WHEREAS, Municipal Code Section 10.48.010 prohibits the posting of signs on public property, except as provided by Section 10.48.030; and WHEREAS, Municipal Code Section 10.48.030 provides that the City Council, by resolution, after considering the recommendation of the Planning Com mission, and in accordance with standards to be adopted by resolution duly adopted, may grant permission to post such sign or signs as it may determine to be reasonable and proper; and WHEREAS, the Planning Commission has identified the need for policy guidelines to review individual requests for locating directional, identification signs within the public right-of-way; and WHEREAS, the City Council has considered the recommendation of the Planning Com mission for adoption of proposed policy guidelines and design criteria; and WHEREAS, this action is taken pursuant to all applicable procedures required by State and City law; and WHEREAS, the action recited herein is found to be essential for the preservation of public health, safety and general welfare; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City hereby adopts policy guidelines and design criteria for approval of directional, identification signs in the public right-of-way, as described in Exhibit "A", attached and made a part hereof. BE IT FURTHER RESOLVED THAT the policy guidelines and design criteria described in Exhibit "A" be referred back to the Planning Com mission for review after a pericd of one year. ' r, III, City Attorney EXHIBIT "A" POLICY GUIDELINES AND DESIGN CRITERIA FOR APPROVAL OF DIRECTIONAL, IDENTir'iCATION SIGNS IN THE PUBLIC RIGHT-OF-WAY. It is the policy of the City Council to consider the following guidelines and design criteria for approval of informational, directional signs in the public right-of-way. Exception to the guidelines and criteria may be made. They are intended to provide additional direction and implement Section 10.48.030 of the Municipal Code which authorizes the Planning Commission to recom mend that the City Council permit signs which it considers "reasonable and proper". A. Policy Guidelines Informational, directional signs may be permitted in the public right-of-way when the following conditions apply: 1. Special circumstances require the directional signing in the public right-of- way. 2. The identified facilities are com munity serving facilities (such as colleges, churches). 3. The identified facilities are regional in character (such as "Mile of Cars" and National University). 4. The identified facilities are public service oriented. 5. The provision of requested signing is in the greater public interest. 6. The signing identifies a com munity event. 7. The signing is appropriately located and designed to provide adequate direction for the identified use or facility. 8. The signing is subject to removal upon request of the City. 9. Sign maintenance shall be the responsibility of the entity identified by the signing. Failure to maintain any signs shall be cause for removal B. Design Criteria Informational, directional signs may be permitted in the public right-of-way and evaluated by the following criteria: 1. Total sign area identifying private uses shall be included in the total sign area permitted on private property. 2. Sign size shall be limited to 16 inches wide by 24 inches long. 3. A minimum distance of 7 ft. shall be maintained between the sign and sidewalk level. Maximum height shall not exceed 9 ft., except where combined with other signing on the same role. 4. Sign colors shall consist of a blue background with white lettering. 5. All signs shall be of aluminium sheeting with baked enamel finish for durability, or an engineering grade reflective paper. 6. Edge of signs shall be placed at least one ft. from the face of the adjacent curb, unless a leer distance is approved by the Director of Public Works. 7. Final location shall be approved by Director of Public Works. 8. Signs shall be mounted on two and three -eighths inch outside diameter aluminum cc steel pales imbedded in concrete. 9. No sign shall be installed on a common post with a regulatory sign. 10. Signs shall not interfere with motorist's view of other highway signs. 11. A building permit shall be obtained for all signs prior to installation. Plans submitted for issuance of a building permit shall clearly indicate location, type and size of mounting pole, method of attaching sign to pole, size of footing, distance between bottom of sign and ground or sidewalk level, and dimensions, color and materials of sign copy and background.
