A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA, DENYING AN APPLICATION FOR A PLANNED DEVELOPMENT PERMIT
TO ALLOW CONSTRUCITON OF A FOUR -UNIT APARTMENT BUILDING ON PROPERTY
LOCATED ON THE SOUTH SIDE OF 20TH STREET, BETWEEN L AND N AVENUES.
APPLICANT: TRANS -STATE BUILDERS/CHRIS CHRISTENSEN
CASE FILE NO. PD-2-85
WHEREAS, the Planning Commission of the City of National City,
California, considered a Planned Development Permit Application and
Environmental Impact Report for the proposed construction of a four unit
aprtment building on property located on the south side of 20th Street
between L and N Avenues, at the regularly scheduled Planning Commisison
meeting on June 16, 1986, at which time oral and documentary evidence was
presented; and,
WHEREAS, the Planning Commission at said meeting took action to
certify the project Environmental Impact Report as complete;
WHEREAS, the Planning Commission at said hearing took further
action to deny PD-2-85;
WHEREAS, the applicant file a timely appeal with the City Clerk
regarding the Planning Commission decision;
WHEREAS, the City Council of the City of Naitonal City, California
considered a Planned Development Permit Application and Environmental
Impact Report for the proposed construciton of a four unit apartment
building on property located on the south side of 20th Street between L and
N Avenues, at the regularly scheduled City Council meeting on August 12,
1986, at which time oral and documentary evidence was presented; and,
WHEREAS, at said public hearing the City Council considered the
entire contents of Case File NO. PD-2-85 and IS-85-46 which are maintained
by the City, and incorporated herein by reference; and,
WHEREAS, this action is taken pursuant to all applicable
procedures required by State and City Law; and,
WHEREAS, the action recited herein is found to be essential for
the preservation of public health, safety and general welfare.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
National City, California, that the testimony and evidence presented to the
City Council at the public hearing held on August 12, 1986 supports the
following findings which are contrary to those required by Sections
18.124.010 and 18.116.020 of the Municipal Code for approval of a planned
development permit application:
A. That the site does not have sufficient access to streets and
highways that are adequate in width and pavement type to
carry the quanity and quality of traffic generated by the
proposed use because 20th Street between L and N Avenue has a
travelway of 20 ft. wide which is substandard according to
City specifications and increased traffic on the street would
further impact the existing circulation problems both for
residents of the area as well as emergency equipment.
B. That the proposed use will have an adverse effect upon

is not compatible with surrounding residential development.

BE IT FURTHER RESOLVED THAT the City Council has considered the
Final Environmental Impact Report, No. IS-85-46 together with any comments
received during the public review process, prior to making a decision on
the project.
