HomeMy WebLinkAboutCC RESO 15,066RESOLUTION NO. 15 066 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, APPROVING GRANTEE PERFORMANCE REPORTS FOR THE STATE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM 1982-1983 THE STATE ECONOMIC DEVELOPMENT BLOCK GRANT 1983-1984 AND THE FEDERAL ENTITLEMENT COMMUNITY DEVELOPMENT BLOCK GRANT 1985-1986 AND AUTHORIZING FILING THEREOF WHEREAS, the City of National City, California obtained the following funds; a Small Cities Community Development Block Grant from the State of California in the amount of $600,000 (Grant Agreement Number 82-STBG-010); a Small Cities Economic Development Block Grant from the State of California in the amount of $400,000 (Grant Agreement Number 83- EDGB-018; and a Federal Entitlement Community Development Block Grant from the U. S. Department of Housing and Urban Development (HUD) in the amount of $1,105,000 (Grant Agreement No. B85-MC-06-0560); and WHEREAS, the Community Development Commission of the City of National City, California is carrying out and completing this program in accordance with the Community needs and goals and to the benefit of National City residents of low and moderate income; and WHEREAS, a Grantee Performance Report was prepared for each of the above referred to Programs, public notice and public information was given on each of said Programs and a public hearing was held on Tuesday, August 26, 1986 regarding each and all of said Programs and the City Council of the City of National City considered each such Report and public comment thereon; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City, California that the following Grantee Performance Reports are hereby approved and adopted and the Mayor is hereby authorized, on behalf of the City Council to file each such Report with the appropriate governmental agency: (1) State CDBGP, $600,000, (82-STBG-010) (2) State Economic Development Block Grant $400,000 (83-EDBG-018) (3) Federal CDBGP, 1985, $1,105,000 (B85-MC-06-560) PASSED AND ADOPTED this 26th day of August, 1986. The purpose of the hearing is to review and receive comments from interested persons on the program and performance of the expenditure of 1982-83 State Community Development Block Grant Small Cities Funds received and expended by National City since July 1983 in the amount of $600,000 and to review the program and performance of expenditures of 1983-84 state economic development funds under the Community Development Block Grant Program in the amount of $400,000; and to review the program and performance of expenditures of 1985-86 Entitlement Community Development Block Grant Program funding in the amount of $1,105,000. In the 1982-83 State Community Development Block Grant Program all funds ($600,000) were used to make home improvement loans to persons of low and moderate income. (A total of 63 loans were made.) In the 1983-84 State Economic Development Program (CDBG) all funds ($400,000) are to be used to construct a new storm drain system at the southeast corner of 30th Street and National City Blvd. which will assist Brown Motors in the construction of a new car dealership which will employ a large percentage of persons of low and moderate income. In the 1985-86 Entitlement Community Development Block Grant Program funds were programmed and are being expended as follows: $205,000 home improvement loan program (a total of 15 loans were made to families of low and moderate income); $100,000 storm drain at 9th Street and Edgerton Avenue; $150,000 traffic signals; $150,000 community gym; $100,000 street light program; $400,000 economic development for additional funding of storm drain project at the southeast corner of 30th and National City Blvd. Total $1,105,000. Any interested person may appear and be heard on this matter. An EIR/EIS was earlier prepared and approved for the project and for this site. 5. State Relocation Act and California Relocation Assistance and Real Property Guidelines The work site consists of vacant land. There will be no relocation. 6. Other Laws We were required to obtaina permit from the State of California Waste Management Board. This permit was approved by the State on June 21, 1985. CA/21—#19.1 Performance Report State Economic Development Grant 83-EDGB-018 July 1, 1985 to June 30, 1986 Program Narrative I. Situation: The site of the work of grading and construction of the storm drainage system is on and abutting parcels A and B, the hatched area, shown on the attached drawing. The site is locally known as the Duck Pond. The Community Development Commission obtained possesion, through condemnation of the site of the former La Morena Liquor Store, on February 22, 1985. The remainder of parcel A was earlier acquired by the Community Development Commission under condemnation proceedings on July 12, 1984. Parcel B will be conveyed shortly. The total site for which the work will encompass is parcel A and B consisting of 2.578 acres. The work of trash removal and import of new material has not yet begun. IL Progress Report: Actions which have held up progress 'of the work are: (1) Obtaining possession of the site of the former La Morena Liquor Store through condemnation. Possession was obtained on February 22, 1985. Parcel B will be acquired shortly. (2) Obtaining a permit for removal of the trash underlying the site. This permit was obtained from the State Waste Management Board on June 21, 1985. III. Revised Schedule: The revised schedule for the work of grading and construction of the drainage system is as follows: (1) Award of bids, July 1, 1986 (2) Begin construction, August, 1986 (3) Complete construction, December 1986 (4) Brown Motors to begin construction of new car and truck sales facility in December 1986, within the Grant Contract period. Locally identified community development objectives: National City has three major community development objectives: (1) Housing rehabilitation (2) Public works improvements (3) Removal of slums and blight The 1985-86 Community Development Block grant program as outlined in our final statement addressed each of these needs and provided funding toward meeting each of these needs. The relationship between the community objectives and the use of the funds is as follows: (1) Housing rehabilitation. Under the program $205,000 was set aside to provide loans to persons of low and moderate income to rehabilitate their homes. A total of 15 loans were made to families with these funds. Of the 15 loans 10 were to hispanic, 2 black, 1 asian and 2 white families. (2) Public Works Improvements. These needs are quite extensive. During the program year a total of $500,000 was programmed to meet these needs. This included $150,000 for traffic signals, $100,000 for street lighting; $100,000 for drainage work, and $150,000 for a gymnasium. These funds will be expended for these projects. As of 6/30/86 $67,116 has been expended and $305,000 has been obligated. (3) Removal of slums and blight. This community need is being met in two areas; our downtown area where we are addressing this need through the removal of substantial structures using local tax increment monies and at the southeast corner of 30th Street and National City Blvd., also with funding from local tax increment funds, state community development funding and $400,000 of this years Community Development Block Grant funds. To date none of the Community Development Block Grant funds have been expended. However the $400,000 has been obligated and the construction contract has been awarded. In Summary all of the Community Development Block Grant funds are being used in accordance with our final statement and the local community development needs. No persons were displaced as a result of this funding. IL National objectives which are being met by this program funding are: % Benefit 1. Benefit to persons of low and moderate income. a. Housing rehab. $205,000. All funds are loaned only to persons of low and moderate income. 100 b. Public Improvements. $500,000. These improvements are being constructed only within census tract which have more than 50% low and moderate income persons. c. Removal of slums and blight and economic development, $400,0000. This program is also providing direct benefit to persons of low and moderate income by providing a total of 50 jobs of which 27 will be for persons of low and moderate income. III. Primary objective requires that at least 51% of all Community Development Block Grant funding benefit persons of low and moderate income. In this program $1,105,000 or 100% of these funds have been used to benefit low and moderate persons.
