A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY TO THE
CALIFORNIA TRANSPORTATION COMMISSION DECLARING THE WILLINGNESS
OF THE CITY OF NATIONAL CITY TO PARTICIPATE WITH THE CITY
OF SAN DIEGO AND THE STATE OF CALIFORNIA IN THE
CONSTRUCTION OF AN ARTERIAL CONNECTOR BETWEEN
INTERSTATE 5 AND INTERSTATE 805
WHEREAS, State transportation officials appear on the verge of
abandoning and disposing of the right-of-way for the long planned Freeway
252 link connecting Interstate 5 and Interstate 805; and
WHEREAS, the majority of the traffic displaced by the abandoned
252 Freeway will be forced to utilize surface streets primarily through
National City; and
WHEREAS, the abandonment of the 252 Freeway will result in
"extreme congestion" on existing freeway segments within National City; and
WHEREAS, National City is incapable of accommodating the region
traffic entirely on its surface streets without suffering irreparable harm;
and
WHEREAS, a connecting arterial road through the proposed Freeway
252 corridor will accomplish the greatest mitigation for the abandoned
freeway, minimize additional unnecessary displacement of residents and
businesses by condemnation, and enhance redevelopment possibilities for the
area as desired by the City of San Diego; and
WHEREAS, National City is prepared and willing to assist in the
construction of such a connecting road as a real and practical indication
of our concerns and desperation to save our community.
NOW, THEREFORE, BE IT RESOLVED that the City of National City does
hereby indicate its willingness to assist CALTRANS and the City of San
Diego in the construction of an acceptable arterial connector through the
252 freeway corridor between Interstate 5 and Interstate 805 by
contributing up to $1,000,000 toward that worthwhile goal.
PASSED and ADOPTED this 26th day of August, 1986.
