HomeMy WebLinkAboutCC RESO 14,968RESOLUTION NO. 14,968 RESOLUTION REJECTING ALL BIDS RECEIVED FOR 'fl l SEWER REPLY PROJECT AT 24TH STREET, QUAY AVENUE, HARRISON AVENUE AND THE RECONSTRUCTION OF MANHOr.Fq AT 14TH STREET (ENGINEERING SPECIFICATION NO. 978) WHEREAS, the City Council has received the recommendations of the City Engineer to reject all bids for work on the sewer replacement project at 24th Street, Quay Avenue, Harrison Avenue and the reconstruction of manholes at 14th Street, Engineering Specification No. 978 and WHEREAS, it appears in the Council's and the City's best interest to pursue other cost and material alternatives and resubmit the contract for bid, and WHEREAS, the City Council chose to reject all bids in the sewer replacement project at 24th Street, Quay Avenue, Harrison Avenue and the reconstruction of manholes at 14th Street, Engineering Specification No. 978; NOW, ARE, BE IT RESOLVED by the City Council that all bids received by the City of National City in the sewer replacement project at 24th Street, Quay Avenue, Harrison Avenue and the reconstruction of manholes at 14th Street in National City are hereby rejected. Van Deventer, Vice Mayor ATTACHMENT The Base Bid is for the use of conventional vitrified clay pipe (VCP) for the sewer main, whereas, the Alternate Bid is for the use of polyvinyl Chloride Plastic Pipe (PVC) material. The low bidder, Carolyn E. Scheidel-Contractor, is qualified to do the work, but her bid amount is higher than the Engineering Estimate. After the first unsuccessful bid opening of April 7, 1986, the Engineering Department has revised the design plans in order to eliminate the extra cost of dewatering. This revision has increased the number of the bidders on the project but the cost of the project was not lowered. Therefore, based on the result of this bid opening, an Engineering study has been conducted to find the feasibility of pursuing this project. The study included monitoring of the peak flow by the Public Work Department and existing system flow - capacity analysis by the Engineering Department. The result of the both studies indicate that the system's full flow capacity is higher than the ultimate future flow. Therefore, it is suggested that this project be delayed for two or three years.
