HomeMy WebLinkAboutCC RESO 15,009RESOLUTION NO. 15,0 9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ADOPTING AN AMENDMENT TO THE GENERAL PLAN (GP-1-86 AND ZC-1-86) WHEREAS, the City Council considered the recommendation and findings of the Planning Commission for approval of an amendment to the General Plan to change the land use designations on the Combined General Plan/Zoning Map for property in the area north of Fourth Street on both sides of Palm Avenue from CL to RM--3-PD and RS-3-PD on the west side of Palm Avenue, and from CL to IP and from RS-2 to IC on the east side of Palm Avenue, at the duly advertised public hearing held by the City Council on February 11, 1986; and, WHEREAS, the Planning Commisison has caused and duly held studies and proceedings for the timely amendment to the General Plan of the City of National City, pursuant to Title 7, Chapter 3, Article 6 of the Government Code of the State of California, and, WHEREAS, the Planning Commission at a duly advertised public hearing held on June 6, 1986 considered the proposed amendment to the General Plan of the City of National City, along with all evidence and testimony presented at said hearing, and along with the proposed Negative Declaration together with any cormients received; and, WHEREAS, the City Council recognizes the need and desirability to conduct reviews of, and consider amendments to, the General Plan to acconmiodate the changing needs of the community; NOW, THEREFORE BE IT RESOLVED that the City Council has considered the proposed Negative Declaration together with any comments received during the public review process and all evidence and testimony presented at the hearing and finds that on the basis of the Initial Study and any comments received that there is no substantial evidence that the project will have a significant effect on the environment, approves the proposed Negative Declaration, and authorizes the filing of a Notice of Determination. BE IT FURTHER RESOLVED that the City Council finds that the public necessity, general welfare, convenience, and sound planning principles require the proposed General Plan amendment, as described in the reports prepared by staff for the proposed amendment. BE IT FURTHER RESOLVED that the City Council hereby amends the land use designations of the General Plan on the Combined General Plan/Zoning Map as follows: 1. Fran CL, Limited Commercial, to RM-3, Senior Citizen Housing, for specific property located on the west side of Palm Avenue approximately 190 feet north of Fourth Street; and 2. From CL to IP for specific property on the east side of Palm Avenue, approximately 500 feet north of Fourth Street; and 3. Fran RS-2 to IC for property on the east side of Palm Avenue approximately 100 feet north of Fourth Street. PASSED and ADOPTED this 8th day of July, 1986.
