THE LOWEST RESPONSIBLE BIDDER AND AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH HEKIMIAN & ASSOCIATES, INC. WHEREAS, the Public Works Director of the City of National City did on November 26, 1985, publicly open, examine and declare all sealed proposals to perform initial leak test of city -owned underground tankage and recommend on -going moni- toring procedures, as specified in Request for Proposal dated October 31, 1985. NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council of the City of National City hereby rejects all of said bids except that herein mentioned, and hereby awards the contract for underground tankage monitoring to the lowest responsive bidder, to wit: HEKIMIAN & ASSOCIATES, INC. BE IT FURTHER RESOLVED by the City Council of the City of National City, California, that the City Manager is hereby authorized to execute on behalf of the city, the contract between HEKIMIAN & ASSOCIATES, INC., and the City of National City to perform initial leak test of city -owned underground tankage and recommend ongoing monitor- ing procedures for the City of National City. Huntington Pacifica 18377 Beach Boulevard, Suite 212 Huntington Beach, CA 92648 SUBJECT Reference LETTER CONTRACT: "PERFORM INITIAL LEAK TEST OF CITY -OWNED UNDERGROUND TANKAGE AND RECOMMEND ONGOING MAINTENANCE PROCEDURES" (a) RFP dated October 31, 1985 (b) Your response to REP dated November 20, 1985 - File 85-2A 1. You are hereby awarded a contract to perform initial leak test of city -owned underground tankage and recommend ongoing monitoring procedures, in accord with references (a) and (b). All work shall be completed within forty-five days of a "Notice to Proceed," for the sum of $4,900.00. 2. The purpose of this contract is to ensure the city's con- formance with State and local requirements for underground tankage. 3. The work includes: a. Performance of an initial pressure test of all tankage and of associated piping. b. Development of a Tankage Management. Plan which will include justified recommendations for a specific monitoring alternative for each tank, and a draft specification and cost estimate for the initial in- stallation of any required equipment and for an on- going monitoring program. c. Preparation of reports as required by the State or by a local agency. Due to city operations, only about of the total number of tanks can be topped off and made avail-ble for testing at one time; therefore, two site visits will be required. Based upon the requirements of reference (a) and the prices of reference (b), the cost of the project is: .
