A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY ESTABLISHING A SERVICE
AUTHORITY FOR FREEWAY EMERGENCIES
AND APPOINTING MEMBERS
WHEREAS, Section 2550 of the Streets and Highways Code provides
for the establishment of a Service Authority for Freeway Emergencies (SAFE) if
the board of supervisors of the county and a majority of the cities within the
county having a majority of the population adopt resolutions providing for the
establishment of the authority; and
WHEREAS, the City Council of the City of National City finds that a
freeway emergency motorist aid system is needed to protect the safety of
motorists on freeways; and
WHEREAS, the City Council finds that a freeway emergency motorist
aid system is needed to reduce the time spent by law enforcement officers
responding to routine vehicle disablements; and
WHEREAS, SAFE will have responsibility for implementing a freeway
emergency motorist aid system in the San Diego region;
WHEREAS, Section 2551 of the Streets and Highways Code provides
for a seven member SAFE Board with two members selected by the board of
supervisors and five members selected jointly by the affected cities; and
WHEREAS, the Cities Selection Subcommittee of the San Diego County
Chapter of the League of California Cities recommends appointment of the
following people to serve on the SAFE Board at the pleasure of the affected
cities:
Councilman Ed Struiksma, City of San Diego
Councilwoman Gloria McColl, City of San Diego
Mayor R.H. Dorman, City of Coronado
Councilman Jack Hanson, City of El Cajon
Councilwoman Ronnie Delaney, City of Del Mar
WHEREAS, the provisions of the Maddy Local Appointive List Act of
1975, Government Code Sections 54970 through 54975. have been complied with;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of National City that (1) a Service Authority for Freeway Emergencies is hereby
established in San Diego County pursuant to Section 2550 of the Streets and
Highways Code, and (2) that the following persons are appointed as
representatives of the cities on the SAFE Board to serve at the pleasure of the
affected cities:
Councilman Ed Struiksma, City of San Diego
Councilwoman Gloria McColl, City of San Diego
Mayor R.H. Dorman, City of Coronado
Councilman Jack Hanson, City of El Cajon
Councilwoman Ronnie Delaney, City of Del Mar
