RESOLUTION AUTHORIZING APPROPRIATION AND TRANSFER
OF SUPPLEMENTAL FUNDS TO ENGINEERING SPECIFICATION NO. 949
BE IT RESOLVED by the City Council of the City of National City
that it hereby authorizes, appropriates and directs the following transfer
of supplemental funds be made in order to meet necessary budget
requirements:

ATTACHMENT I
The Kimball Park flood control channel project has had erosion and other problems
due to the high intensity storms of November, the inadequacy of the outlet
structure of the triple 66" pipe crossing "D" Avenue, and the lack of grass cover
along both banks.
We have investigataed the problems, and have estimated the cost to solve them,
plus other required work as follows:
1. Widening of concrete splash pads for existing
drainage pipes to prevent further erosion.
2. Placing imported fill along the eroded portions
of the channel.
3. Removal of the concrete walks of the existing outlet
structure of the triple 66" pipes, and construction
of a standard reinforced concrete wingwall and riprap
energy dissipator.

4. Connection of drainage from existing inlet at 15th
Street and "C" Avenue to the channel. 10,575

Aproximately $3,000 of the estimated cost for Item 3 above is associated with
correcting the existing outlet structure. The $5,4000 cost for Items 2 and 5 results
from flood damage during the November 1985 storm. The remaining estimated cost
of $40,000 is for upgrading the system.
This work will be accomplished by change order to the present Contractor, T.B.
Penick and Sons, Inc. or by re -advertising for bid. T.B. Penick will re -landscape
the north bank as part of the original contract.
The remainder of the landscaping and irrigation work for the south bank is as
follows:
1. Soil preparation prior to planting of south bank.
2. Irrigation system installation for south side
3. Hydroseeding of south bank.

It is planned to get funding for this work during the 1986-87 Fiscal Year and to do
the work during the summer dry season. Plans and specifications are being
prepared.

1. Transfer $35,629.78 left from Account No. 122-509-500-598-6029 (Las Palmas
and El Toyon Parking Lot and Comfort station) to Account No. 122-409-
500-598-4015 (Kimball Park Channel). These funds are in P.O. 30596
($31,192.28) and P.O. 30595 ($4,437.50)
2. Transfer $8,531 left from Account No. 122-5.09-500-598-7015 (Repair Paradise
Creek N/O 8th) to Account No. 122-409-500-598-4015 (Kimball Park Channel).
These funds are in P.O. 30848.1
