HomeMy WebLinkAboutCC RESO 14,887RESOLUTION NO. 14,887 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY TO ADD SECTION 320-GRANT-FUNDED POSITIONS TO THE CIVIL SERVICE RULES OF Ito, CITY OF NATIONAL CITY WHEREAS, the Civil Service Commission of the City of National City at their meeting of March 13, 1986, recommended the adoption of a new Section 320-Grant-Funded Positions to the Civil Service Rules of the City of National City; and WHEREAS, the addition of this section is consistent with the objectives and requirements of TITLE 3-PERSONNEL of the Municipal Code of the City of National City. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of National City that Section 320-Grant-Funded Positions, a copy of which is attached hereto as Exhibit "A", be added to the Civil Service Rules of the City of National City. Eiser, III -City Attorney EXHIBIT "A" APPLICATIONS, EXAMINATIONS AND ELIGIBLE LISTS Section 320 - GRANT -FUNDED POSITIONS: Positions which are funded from sources external to the regular City budget by a grant which has a specified expiration date, may be filled by the appointing authority without a competitive examination process subject to approval by the City Manager and Personnel Officer and ratification by the Civil Service Commission. If the grant is renewed the appointing authority may elect to continue the employee in the position. Special classifications will be established by the Commission for these positions. The classifications will be restricted for usage in the specific project receiving the grant. A grant -funded employee who is not hired through Civil Service competitive procedures is not eligible to earn tenure as a result of such service and is subject to termination at any time in the sole discretion of the appointing authority. Salaries and benefits of employees paid through grants shall be consistent with the terms of the grant. However, salaries may not exceed those paid members of the competitive service with similar duties and responsibilities. Nothing in this section is intended to prohibit an appointing authority from filling grant -funded positions through competitive procedures. If an employee is selected through Civil Service competitive procedures, he would earn seniority and tenure consistent with Civil Service Rules.
