HomeMy WebLinkAboutCC RESO 14,529rye RESOLUTION NO. 14,529 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY IN SUPPORT OF A SECOND ENTRANCE TO SAN DIEGO HARBOR The City Council of the City of National City does hereby resolve as follows: WHEREAS, the National City Chamber of Commerce has studied the proposal for a second harbor entrance to San Diego Harbor, and WHEREAS, the National City Chamber of Commerce has requested that National City take whatever action is necessary to keep this proposal viable including the action set forth below, and WHEREAS, the Corps of Engineers is prepared to publish a report which could have a deleterious effect on this proposal, and WHEREAS, the Corps' report is based upon antiquated figures which need to be updated in order to give a fair evalu- ation of this project, and WHEREAS, it is our belief that the second harbor entrance could have military, commercial and recreational benefits which far outweigh the costs involved; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City does hereby resolve as follows: 1. That the Corps of Engineers withhold its report until figures can be updated describing the cost benefit ratios with regard to military, commercial and recre- ational uses of the proposed second harbor entrance; 2. That the San Diego Unified Port District do a study of the benefits to the District and to its member cities of both a second entrance of sufficient size to accommodate large naval and trade vessels, or a second entrance which would be of a size to serve recreational craft only, so that this project can be fairly evaluated; prA 3. That the Navy reanalyze its study of the savings that a second entrance would result in with regard to fuel costs, maintenance of equipment and personnel costs and that the national security implications of a second entrance be fully considered as part of the benefits as- sociated with this project; 4. That any further analysis or study of this proposal should specifically give consideration to the fol- lowing issues: ATTEST: a. Provision of free vehicular access on the Silver Strand over and under the pro- posed entrance; b. Protection of the water quality of San Diego Bay from any deterioration as a result of the second entrance; c Insuring the continued replenishment of sand to the coastal areas north of the proposed second harbor entrance. PASSED AND ADOPTED this 15th day of January, 1985.
