RESOLUTION OF THE CITY COUNCIL OF NATIONAL CITY
URGING PROMPT REAUTHORIZATION
OF GENERAL REVENUE SHARING
WHEREAS, general revenue sharing provides to local government critically
needed financial resources with which to adress locally determined needs and
priorities; and
WHEREAS, general revenue sharing, because of its simplicity of
administration and lack of federal restrictions, is the most efficient form of federal
financial assistance to local government; and
WHEREAS, general revenue sharing has been a fairly reliable source of
revenue for local governments and one which has proven beneficial in terms of
augmenting local controL
WHEREAS, many local governments operate on a budget cycle which
begins in July and runs through June; and
WHEREAS, Such local governments are currently in the process of
developing their budgets for the fiscal year 1985-86; and
WHEREAS, the ability to accurately project anticipated revenues is
essential to the ability of local government to prepare reliable and realistic budgets
for the coming fiscal year; and
WHEREAS, the inability to project anticipated revenues threatens to
severely disrupt budget preparation activities, and generate a considerable
apprehension on the part of citizens wo might be affected by the inavailibility of
general revenue sharing during the coming fiscal year; and
WHEREAS, the current general revenue sharing authorization expires on
September 30, 1986; and
WHEREAS, if the Congress waits until the second year of its 99th
session, local governments will not have the advance knowledge necessary to
properly plan around this major funding issue;
NOW, THEREFORE, BE IT RESOLVED by the City Council of National
City, that the Congress of the United States is urged to act swiftly to reauthorize
general revenue sharing; and
BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded
to the representatives of San Diego County in the United States Senate and the
House of Representatives.
