RESOLUTION AUTHORIZING EXECUTION OF
A CONTRACT BETWEEN THE STOORZA COMPANY AND
THE CITY OF NATIONAL CITY FOR PUBLIC RELATIONS WORK
BE IT RESOLVED by the City Council of the City of National City,
California, that the City Manager is hereby authorized to execute on behalf of
the City, a contract between The Stoorza Company and the City of National
City for public relations consultant work.

Agreement For Public Relations Services
Between the City of National City and
The Stoorza Company
This agreement is made between the City of National City (City) and The
Stoorza Company (Agency), a professional public relations firm. The City desires
to engage the agency to provide professional public relations services to improve
the image of National City.
The agency agrees to provide public relations and related services as set
forth in their original proposal to the City, Exhibit "A", and this agreement.
Exhibit "A" is attached hereto and incorporated herein by reference.
Reporting Requirements:
The agency shall maintain accurate records of all services, operations
and expenditures related to this agreement and submit performance reports bi-
weekly. The agency shall not execute or amend any subcontracts affecting the
work described in this contract with the City without the express authorization of
the City.
Payment:
For public relations services set forth in herein, the City will pay the
agency up to $12,000 for the six months, billed at the rate of $2,000.00 at the end
of each month, due and payable within 10 days. Agency's -billable expenses may
include professional services, out of pocket and office expenses. Out of pocket and
office expenses include messenger service, xeroxing, travel, and telephone expenses.
These expenses will be billed at cost and will not exceed $150 per month, and will
be included in the maximum monthly rate of $2,000. No work, other than that
specifically authorized herein, will be permitted without the prior approval of the
City.
*Termination of Contract:
Either the City or the Agency may terminate this agreement upon 30 days
written notice of the other party; however, the City may terminate this
Agreement at any time if the Agency fails to meet or fulfill its obligations
as set forth in this agreement. In the event of termination by either party,
the City's liability hereunder shall be limited to compensation for work or
services performed prior to the effective date of termination.
The services of Agency as set forth herein shall commence on April 15,
1985 and terminate on October 14, 1985, unless otherwise terminated.
This agreement was entered into this day of April, 1985 by and
between the City of National City and The Stoorza Company.

EXHIBIT "A"
Services to be provided by Agency:
I. Provide public relations counsel and services to City staff in at least the
following areas:
a) media relations including familiarization with editors, deadlines and
special requirements
b) training for City staff regarding public information procedures which
would allow for continuation of the public relations program by staff
at the end of the contract period
c) analysis of publishing City newsletter
d) graphic production
e) special event publicity counsel
f) public functions arrangements
g) production and placement of public service announcements.
II. Generate positive attitudes among San Diego County business community for
the City of National City by at least:
a) soliciting news coverage in San Diego County newspapers (excluding
National City Star News), magazines, radio and television with the
goal of obtaining at least 25 news placements, 5 feature placements,
and 2 supportive editorials, all reinforcing progress in economic
development in National City
b) promoting and coordinating City speakers for San Diego business
group meetings
c) conducting at least one direct mailing of materials highlighting
National City's economic development opportunities to key San Diego
County business and civic leaders
d) meeting with editorial boards or top editors of at least seven San
Diego County newspapers, radio stations, and television stations to
reinforce National City's progress
e) conducting a limited communications audit identifying National City's
image in the professional community.
