RESOLUTION APPROVING AN AMENDMENT TO THE
NATIONAL CITY GENERAL PLAN
(GP-6-85)
WHEREAS, at a regular meeting of the Planning Commission of the
City of National City, California, held on March 18, 1985, said Commission
adopted Resolution No. 13-85, recommending approval of an amendment to the
National City General Plan; and
WHEREAS, evidence and testimony presented to the City Council at
the meeting of April 23, 1985 support the amendment to the National City
General Plan to add policies and implementation directives pertaining to the
development of fast food restaurants, as follows:
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby
amends the text of the National City General Plan:
1. Page 9, Urban Development Policies, and a new policy "I" as
follows:
I - The City will discourage the development of new fast
food restaurants in the following geographic areas to
ensure that potential land use conflicts are minimized
and that future development is compatible with the
existing character of the areas:
1. Eighth Street Highland Avenue east to Interstate
805;
2. Sweetwater Road on both sides of [-805 from the
golf course east to Plaza Bonita Shopping Center;
3. East side of "G" Avenue between 2nd Street and 7th
Street;
4. West of "I" Avenue between 5th and 8th Streets;
2. Page 2, Community Design Policies, add a new policy "S" as
follows:
S - All proposed fast food restaurant facilities shall be
designed to demonstrate sensitivity to the visual and
physical characteristics of the particular location and
shall not be in conflict with the character of the sur-
rounding community.
3. Page 13, Urban Development Implementation, add a new imple-
mentation directive #6, as follows:
6 - Strengthen the City's review of fast food restaurant
proposals to ensure that future development is com-
patible with the immediate neighborhood and the com-
munity and to minimize potentially negative impacts.
4. Page 14, Community Design Implementation, add a new imple-
mentation directive #14, as follows:
14- Demonstrate that the design of future fast food
restaurant facilities is appropriate to the visual and
physical characteristics of the particular location, in-
cluding siting, signing, lighting, landscaping, fencing
materials, windows, and building materials and colors.
5. Change the land use classification from CL (Limited
Commercial) to RS-2 (Residential, Single Family Small Lot)
on property located at the northwest corner of Harbison
Avenue and Division Street. (GP-3-85/ZC-1-85)
6. Establish OS (Open Space) classification on approximately
46 acres of property generally located north of the center-
line of the future Sweetwater River Flood Control Channel
and East of I-805 adjacent to the National City boundary
(Lower Sweetwater Reorganization) (GP-4-85/ZC-2-85/AN-1-85).
PASSED and ADOPTED this 7th day of May, 1985.
