A RESOLUTION OF THE CITY COUNCIL CF THE CITY OF
NATIONAL CITY, CALIFORNIA, LEVYING AN APPLICATION FOR
VACATION OF THE 20 FWI' WILE ALLEY AND PORTICNS CF STREETS LYING
BEIWEIIV 18TH STREET AND THE CENTERLINE OF THE VACATED 22ND
STREET, ANDBETWEEN WILSON AVENUE AND THE DARDB
RAILWAY ADJA(Nf TO FREEWAY 5.

CASE FILE NO. SC-1-85
The City Council of the City of National City, California, resolves as
follows:
WHEREAS, this action is taken pursuant to all applicable procedures
required by State and City law; and,
WHEREAS, the entire contents of Case File No. SC-1-85, maintained by the
City, are attached to and made part hereof, by reference; and,
WHEREAS, the Planning Cemnission considered this alley vacation at their
meeting of July 1, 1985 and recommended to the City Council it be denied; and
WHEREAS, a hearing was held on September 10, 1985, in the City Council
Chambers of the City of National City, at which time all owners of property
facing, abutting, or accessible to said portions of alley and streets, within
the same block, interested in or objecting to the proposed vacation and
closure were afforded the opportunity to appear and be heard; and
WHEREAS, evidence and testimony presented to this Council at said hearing,
failed to support the following findings pursuant to Section 8320 and 2381 of
the Streets and Highways Cbde of California, as follows:
1. Section 8320 - That portions of alley and streets lying between 18th
Street and the centerline of the vacated 22nd Street, and between
Wilson Avenue and the NITDB railway adjacent to Freeway 5, are not
needed for present or prospective future public use.
2. Section 2381 - That the above mentioned portions of the alley and
streets is not useful as a non-nitorized transportation facility, as
defined in Section 156 of the Streets and Highway Code of California.
NOV, THEREFORE, BE IT RESOLVED THAT this application is denied for the
reason that the 20 foot wide alley and portions of streets lying between 18th
Street and the centerline of the vacated 22nd Street, and between Wilson
Avenue and the MI'DB railway adjacent to Freeway 5, arepeeded for present
public use.
