HomeMy WebLinkAboutCC RESO 14,770RESOLUTION NO. 14,770 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENT WITH GERALD S. KIBBEY ASSOCIATES FOR AN APPRAISAL OF THE SITE FOR THE PROPOSED POLICE FACILITY AND APPROVING A TRANSFER OF $24,500 FROM UNAPPROPRIATED RESERVES FOR THIS PURPOSE BE IT RESOLVED by the City Council of the City of National City that the City Manager is hereby authorized to enter into an agreement to retain the services of Gerald S. Kibbey and Associates to prepare a written appraisal of the site for the proposed police facility, for a sum not to exceed $24,500. Committee SUBJECT : Background Police Facility - Retention of Appraisal Firm On July 16, 1985, the City Council reviewed a report from the C.LP. Committee regarding Police facility site alternatives. Following a review of potential sites as identified by the Committee, the Council voted to designate sites identified as Nos. 1. and la. as the "preferred alternatives". These sites, which are illustrated in Attachments 1 and 2 include the area from National City Boulevard, Plaza to 12th, east to "A" Avenue (site no. 1) and an area which incorporates the land in site no. 1 but, in addition, extends east to "B" Avenue (site no. la.). It should be specifically noted that one additional single family dwelling was included in the site la. proposed study area for consistency and uniformity purposes. This property is noted with an arrow on Attachment 2. Staff was directed to proceed with further evaluation as to funding options and the development of any necessary appraisal information. As stated in the July 16th Commmittee report to the Council, staff was to proceed to obtain appraisal proposals and following receipt thereof, to come back to the Council with a recommendation as to an appraisal firm and for an appropriation of funds for the subject appraisal Appraisal Proposals Pursuant to Council action on July 16, 1985, the Ciq Engineer solicited proposals for sites no. 1 and la. from three reputable appraisal -firms; Kibbey and Associates, MacFarlane and Associates and Thomas L. Roberts.- The prices quoted for these appraisals were as follows: Company Gerald S. Kibbey and Associates Thomas L. Roberts MAI MacFarlane and Associates Site 1 $18,200.00 22,000.00 39,400.00 Site la. $24,500.00 26,000.00 56,900.00 Recommendation Based upon a recommendation from the City Engineer the C.I.P. Committee recommends retention of the firm of Gerald S. Kibbey and Associates. (Attachment 3) This firm has committed to an appraisal delivery date of 90 days. The Committee further recommends that Site la. be the subject of the appraisal study at a cost of ' $24,500.00. Depending upon the appraisal results, of course, further determinations can be made relative to whether acquisition of the entire la. site is financially feasible and appropriate. As a final note, with regard to the funding alternatives segment of the Committee's assignment, this matter continues to be a subject of committee analysis. It is anticipated that following receipt of the appraisal data, a special Council workshop on the subject of Police facility funding will be convened. GJB:ks C.I.P.
