RESOLUTION NO. 14.821
RESOLUTION INITIATING REQUIREMENT FOR A
SPECIFIC PLAN FOR PROPERTIES FRONTING THE
NORTH SIDE OF PLAZA BOULEVARD, EAST OF I-805 AND
WEST OF THE INTERSECTION OF 12TH STREEET AND PLAZA BOULEVARD.
WHEREAS, Title 18 of the National City Municipal Code provides for the
adoption and the administration of Specific Plans in accordance with Sections 65450
through 65552 of the Government Code of the State of California relating to the
authority for and scope of Specific Plans; and
WHEREAS, the Planning Commission has recommended that the City Council
inititate a Specific Plan and require adoption of a Specific Plan prior to approval of
development on parcels fronting on the north side of Plaza Boulevard, east of
Interstate 805 and west of the intersection of 12th Street and Plaza Boulevard; and
WHEREAS, a Specific Plan is necessary and convenient to the
implementation of the General Plan for said parcels; and
WHEREAS, the site's physical constraints involving topography. circulation
and access. irregularly shaped parcels. and high visibility at a major entryway into
National City, and the potential for conflict from development on said parcels,
designated by the General Plan for General Commercial use, with nearby residential
uses, require a coordinated planning effort; and
WHEREAS, proposals are anticipated or have been submitted for
development on individual parcels without consideration for the benefits that could be
realized from coordinated planning and design of all said parcels; and
WHEREAS, concerns have been expressed from residents of adjacent
properties regarding the proposed use and design for development on said parcels; and
WHEREAS, the City Council has determined that the public necessity.
general welfare, convenience, or sound planning principles require the preparation of a
Specific Plan for said parcels, based on the above statements;
NOW. THEREFORE, BE IT RESOLVED that the City Council does hereby
initiate the preparation of a Specific Plan for development on all parcels fronting on
the north side of Plaza Boulevard. east of Interstate 805 and west of the Intersection
of 12th Street and Plaza Boulevard in order that said parcels be developed according
to coordinated planning and design guidelines for control of access, appropriate uses
and aesthetics.
BE IT FURTHER RESOLVED that said Specific Plan shall be subject to the
review and approval of the Planning Commission and City Council and that no
development be permitted on said parcels except in accordance with the adoption of
the Specific Plan.

Dear Property Owner:
I am writing to inform you that the City Council will consider at its meeting of
December 10, 1985, at 7:00 p.m. the recommendation of the Planning Commission to
require the preparation of a Specific Plan for the area indicated on the attached
map. As you may already know from conversation with me or others in the Planning
Department, the Specific Plan would provide direction for development of commercial
use as intended by the General Plan. The Specific Plan would provide policies for
providing access to properties, locating buildings and uses, and improving the aesthetic
appearance of the area.
Please contact me if you have any questions. Written comments may be submitted
to the Planning Department until 5:00 p.m., Tuesday, December 10.
