A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY. CALIFORNIA
DENYING AN APPLICATION FOR PLANNED DEVELOPMENT PERMIT
TO ALLOW THE OPERATION OF A DRIVE-THRU AUTOMOTIVE
LUBRICATION BUSINESS ON A 22,418 SQUARE FOOT
PARCEL LOCATED ON THE NORTH SIDE OF
PLAZA BOULEVARD. BETWEEN HARBISON AND OLIVE AVENUES.
APPLICANT: BLAIR DAHL FOR ARCTIC CIRCLE)
(CASE FILE NO. PD-4-85)
The City Council of the City of National City, California, resolves as
follows:
WHEREAS, this action is taken pursuant to all applicable procedures
required by State and City law; and.
WHEREAS, the entire contents of Case File No. PD-4-85, maintained by the
City, are attached to and made part hereof, by reference; and.
WHEREAS, the action recited herein is found to be essential for the
preservation of public health. safety and general welfare; and,
WHEREAS, testimony and evidence presented to the City Council at a
properly noticed public hearing failed to support the following findings:
1. That the proposed use
convenience and welfare.
2. That the proposed use
abutting properties.
is deemed essential and desirable to the public
will not have an adverse effect on adjacent or
NOW. THEREFORE, BE IT RESOLVED THAT this application is denied for
the following reasons:
1) The proposed use is not deemed essential and desirable to the public
convenience and welfare.
2) Proximity of this development to existing residential;
3) Adjacent vacant properties to the northeast are proposed for residential
development;
4) The integrity and quality of the neighborhood commercial and
residential environment would be jeopardized by this type of
development, which has a regional service area and is not functionally
related to surrounding properties.
