RESOLUTION NO. 14,222
RESOLUTION ADOPTING CLASS SPECIFICATIONS
AND FIXING COMPENSATION FOR THE POSITION
OF FINANCE DIRECTOR
BE IT RESOLVED that the class specifications for the
position of Finance Director which are set forth on Exhibit
"A" hereto, attached and made a part of this Resolution by
this reference, are hereby adopted for said position.
BE IT FURTHER RESOLVED that said position of Finance
Director shall be filled by appointment by the City Manager,
not be a part of the competitive service, and the incumbent
shall serve at the pleasure of the City Manager;
BE IT FURTHER RESOLVED that the compensation range for
said position is hereby fixed at $2,580-$3,580 monthly;
BE IT FURTHER RESOLVED that the entering compensation
and subsequent compensation levels shall be as fixed by the
City Manager from time to time.

CLASS SPECIFICATION
DIRECTOR OF FINANCE
DEFINITION
As chief fiscal officer of the City under the direction and control of the
City Manager. shall be responsible for the efficient administration of all
fiscal and accounting functions of the City including: planning, organizing
and directing of the activities of the Finance Department; advising the
City Council and City Manager on financial and budgetary matters; also,
planning and implementing an effective investment program for available
City funds. Additionally, provides direction and assistance to City
departments in the area of electronic data processing systems; and does
related work as required.
EXAMPLES OF TYPICAL DUTIES
Supervises the disbursement of funds and establishes and maintains controls
to ensure that budget appropriations are not exceeded; directs the
collection of City taxes, assessments, fees, revenues and all other monies
received; plans and supervises programs for the investment of the City's
cash surpluses; provides revenue forecasts and generally assists the City
Manager in the preparation of the annual City budget; establishes reviews
and maintains a system of financial procedures, methods, accounts, and
controls; develops departmental goals and objectives and institutes
processes for their achievement; supervises and directs the planning,
organizing and maintenance of control accounting systems including
pre -audit, internal audit, posting of expenditures and revenues, fiscal and
capital budget, improvement bond administration, payroll, investment
program, assessments, bond indebtedness and other related activities;
supervises the preparation of, or prepares, statements and reports on City
financial affairs; directs the preparation of revenue, expenditure, debt,
cost and other statements; proposes and reviews draft ordinances and
resolutions relating to expenditures, revenues, tax levies and other fiscal
matter, and participates in meetings at which such matters are discussed;
consults with and advises the City Manager on maintenance of all special
assessment records and collection of special levies, including enforcement,
collection and auditing; reviews and suggests amendments and revisions to
license codes; supervises the receipt, deposit, investment and disbursement
of all City monies together with records thereof; plans continuous audits
of departments and units handling cash and maintaining subsidiary
accounting records; prepares and administers the department operating
budget; provides overall direction to the development and implementation of
electronic data processing systems for information recording, retrieval and
reporting and word processing; represents the Department in contacts with
other departments and public and private agencies; participates in the
consideration of general concerns and problems affecting the Finance
Department.

QUALIFICATIONS
Education and Experience - Any combination of education and experience
which provides the required knowledge and abilities would be qualifying.
An example would be:
Education: Equivalent to a bachelor's degree from an accredited college or
university with major coursework in accounting, business administration, or
public administration or a closely related field. A master's degree in an
appropriate field is desirable but not required.
Experience: Four years experience of a progressively responsible nature in
professional, governmental accounting and financial work including
considerable administrative and supervisory experience.
Knowledge of:
Principles and methods of accounting and auditing.
Principles and practices of financial administration
including budgeting and reporting.
Modern office practices, procedures, methods and
equipment.
Laws regulating public finance.
Budget preparation, program analyses, and revenue
forecasting.
Data processing systems and practices.
Principles of supervision, training and performance
evaluation.
Ability to:
Analyze, interpret, and explain department policies and
procedures.
Develop, revise and install accounting systems and
procedures.
Prepare varied financial statements, report and
analyses.
Supervise, train, and evaluate professional, technical
and clerical personnel.
