HomeMy WebLinkAboutCC RESO 14,233r^^ RESOLUTION NO. 14,233 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING THE REPORT OF THE COMMUNITY DEVELOPMENT COMMISSION FOR THE PERIOD JULY 1, 1982 THROUGH JUNE 30, 1983 AND AUTHORIZING THE FILING THEREOF WHEREAS, Section 33080 of the California Community Redevelopment Law requires a Report of the Redevelopment Agency to the City Council to include work program, achievements in relation to goals, and audits; and WHEREAS, the Community Development Commission of the City of National City, a Redevelopment Agency and a Housing Authority, has prepared such Report and the City Council has read and considered said Report; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City that the Report of the Community Development Commission for the period July 1, 1982 through June 30, 1983 is hereby approved and the Executive Director of the Community Development Commission is authorized and directed to file said Report. Copies of said Report are on file in the office of the City Clerk and in the office of the Secretary of the Community Development Commission and reference is hereby made to all particulars contained therein. Ion: Campbell, City llerk Kile Morgan, Mayo COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF NATIONAL CITY, CALIFORNIA REPORT TO CITY COUNCIL FOR THE PERIOD JULY 1, 1982 THROUGH JUNE 30, 1983 The Community Development Commission of the City of National City, California, is a redevelopment agency and a housing authority operating pursuant to the laws of the State of California, the City of National City, and the applicable laws and regulations of the U. S. Government. This report is prepared pursuant to Section 33080 of the California Community Redevelopment Law which requires every redevelopment agency to present a report to the legislative body of the community. The report must contain the following: (a) An independent financial audit report for the previous fiscal year, (b) A work program for the coming year, including goals. (c) An examination of the previous year's achievements and a comparison with goals for that year. (d) Recommendation to the State for needed legislation. The City Council is to review the report and take any action which it deems appropriate. This report consists of the following: I. Work Program and Goals, II. Comparison of prior year goals with achievements. III. The Budget of the Community Development Commission for the period 7/1/83 to 6/30/84. IV. The following audit reports: A. Morgan Towers for the year ended 6/30/83. B. Community Development Commission, selected funds for the year ended 6/30/83. C. (Section 8 Existing Housing is audited each two years. WORK PROGRAM AND GOALS July 1, 1983 to June 30, 1984 INTRODUCTION The Redevelopment Plan for the National City Downtown Redevelopment Project was adopted by City Council Ordinance No. 1762 on December 1, 1981. The following existing Redevelopment Projects were merged within the National City Downtown Redevelopment Project as part of that plan. (1) E. J. Christman Business & Industrial Park I Redevelopment Project, including Amendment No. I., approximately 100 acres. (2) E. J. Christman Business & Industrial Park Redevelopment Project, Amendment No. II., approximately 75 acres. (3) South Bay Town & Country Redevelopment Project, approximately 30 acres. (4) Center City Redevelopment Project, approximately 100 acres. Although these Projects were merged they each retained their existing Redevelopment Plan, they each have different geographical locations, and it is convenient for reporting purposes to use their original names. The location of each of these Projects is shown on Exhibit 1, attached hereto. The boundary of the National City Downtown Redevelopment Project is shown by the heavy line and arrows on Exhibit 1. The California Supreme Court, on December 28, 1983, denied the petition for hearing by the National City Business Association and the National City Downtown Redevelopment Project will now proceed. Among other activities it involves the acquisition of the parcels shown on Exhibit 2 hereof, including Areas A,C,D and E all of which are within the National City Downtown Redevelopment Project. WORK PROGRAM AND GOALS: (1) E. J. Christman Redevelopment Project: Complete development of freeway oriented commercial facilities on Lot 15 (3 acres) owned by C.I.P. Venture, southwest corner 24th Street and Hoover Avenue. (2) E. J. Christman Redevelopment Project, Amend. No. II: Relocate Weathers Motors and the Duck Pond Bar at the southeast corner of 30th Street and National City Blvd. and do soils preparation and surcharge work at the site. (3) South Bay Town & Country Redevelopment Project: La Jolla Development Company, the redeveloper, is to construct a 6,400 sq.ft. restaurant and a 4,000 sq.ft. restaurant. This will complete the redevelopment of the Project. (4) Center City Redevelopment Project: (a) Continue to oversee operation of Morgan Towers, 152 unit housing facility for elderly and handicapped persons located at 1415 "D" Avenue. (b) Complete Phase II, Street Tree Program and design Phase III, Street Tree Program. Continue maintenance of Phase I and Phase II. This is part of neighborhood improvement. (c) Continue to oversee maintenance of Kimball House, an historical building located within Heritage Square. (d) Obtain financing for another 150 units of housing for elderly and handicapped persons pursuant to the voter approval for 300 such units. (5) National City Downtown Redevelopment Project: (a) Sell tax allocation bonds and acquire property in Area "A" at 8th Street and National City Blvd. Acquire other properties pursuant to the Redevelopment Plan in Areas "C", "D", and "E" as shown on Exhibit 2, hereof. Relocation assistance and payments will be made pursuant to the adopted relocation program and plan pursuant to law. (b) Apply for and obtain $600,000 "Jobs Bill" Funds (Public Law 98-8) from State of California and build ramps for handicapped persons at street intersections within the National City Downtown Redevelopment Project. (6) City Wide: (a) Continue to provide Section 8 Housing Assistance Payments to 693 households within National City. (b) Continue home improvement loan program using Community Development Block Grant Funds, tax increment low and moderate income housing funds, and the proceeds of tax increment bond issues. (c) Apply to State of California and obtain $600,000 Small Cities Grant for $400,000 home improvement loans for low and moderate income families, City wide, and for $200,000 for residential rental property improvement loan program, seven or less units, within the National City Downtown Redevelopment Project. PART II. COMPARISON OF PRIOR YEAR GOALS WITH ACHIEVEMENTS July 1, 1982 to June 30, 1983 PRIOR YEAR GOALS 1. E. J. Christman Redevelopment Project: Complete 169,000 sq.ft. Great American Savings & Loan Operations Center on 8 acre, Lot 14 Complete 3,700 sq.ft. San Diego Federal Savings & Loan branch on Lots 12 and 13 Complete development of southeast corner, 24th Street and Hoover Avenue with commercial development, 3 acres owned by C.I.P. Venture 2. E. J. Christman Redevelopment Project, Amend. II: Grade and prepare southeast corner 31st Street and National City Blvd. for Brown Motors Volkswagen dealership to be built 3. South Bay Town & Country Redevelopment Project: Complete 25,000 sq.ft. 6 plex theater, 25,000 sq.ft. health club, 4,000 sq.ft. restaurant, 6,400 sq.ft. restaurant, and 4,600 sq.ft. retail building. 4. Center City Redevelopment Project: (a) Oversee operation of 152 unit Morgan Towers, housing facility for seniors and handicapped persons. (b) Continue home improvement loan program for low and moderate income families. (c) Phase I, Street Trees to be maintained. (d) Kimball House, in Heritage Square, to be maintained.
