RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY, CALIFORNIA AUTHORIZING AND DIRECTING
THE COMMUNITY DEVELOPMENT COMMISSION TO FILE AN
APPLICATION FOR A "JOBS BILL" GRANT (PUBLIC LAW
98-8) FROM THE STATE OF CALIFORNIA, DEPARTMENT OF
HOUSING & COMMUNITY DEVELOPMENT
WHEREAS, the City Council of the City of National City,
California wishes to apply to the State of California, Department
of Housing & Community Development for a Jobs Bill Grant funded
by the U.S. Department of Housing & Urban Development (HUD)
pursuant to Public Law 98-8; and
WHEREAS, the City Council by its Resolution No. 12,530
adopted November 15, 1977 authorized the Community Development
Commission to prepare applications on behalf of the City for funds
and if approved to administer programs utilizing such funds.
WHEREAS, Notice of Public Hearing, Jobs Bill Grant
Program, was given and a public hearing was held by the City
Council on November 22, 1983 and on January 10, 1984; and
WHEREAS, a program of construction of ramps for handicapped
persons, through a private contractor, on a systematic basis within
the National City Downtown Redevelopment Project for National City
low and moderate income persons, particularly those who have been
unemployed for a long term has been recommended by the Executive
Director of the Community Development Commission and by the City's
Committee for Housing & Community Development and the benefit of the
work (the handicapped ramps) would be for low and moderate income
people since the majority of the people in each of the census tracts
within the Downtown Project are of low and moderate income; and
WHEREAS, the Executive Director of the Community Development
Commission has prepared a specific application for said Jobs Bill
Program which has been reviewed and considered by the City Council;
WHEREAS, it is in the City's interest to proceed with the
recommended Program and Application.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of National City that the Community Development Commission is
hereby authorized and directed to file an application to the State
of California, Department of Housing & Community Development for
$600,000 pursuant to Public Law 98-8, the Jobs Bill;
PASSED AND ADOPTED this 3rd day of April, 1984.
