HomeMy WebLinkAboutCC RESO 14,287RESOLUTION NO. 14,287 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA AUTHORIZING AND DIRECTING THE COMMUNITY DEVELOPMENT COMMISSION TO FILE AN APPLICATION FOR A SMALL CITIES GRANT FROM THE STATE OF CALIFORNIA, DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT WHEREAS, the City Council of the City of National City, �^^ California wishes to apply to the State of California, Department of Housing & Community Development for a Small Cities Grant funded by the U.S. Department of Housing & Urban Development (HUD); and WHEREAS, the City Council by its Resolution No. 12,530 adopted November 15, 1977 authorized the Community Development Commission to prepare applications on behalf of the City for funds pursuant to the U.S. Housing & Community Development Act, and if approved to administer programs utilizing such funds. WHEREAS, Notice of Public Hearings, Small Cities Grant Program, was given and a public hearing was held by the City Council on November 22, 1983 and on January 10, 1984; and WHEREAS, a program of home improvement loans to homeowner occupants of low and moderate income, City wide, and a multifamily residential property improvement loan program (1 to 7 units) where tenant families are of low and moderate income and where owners agree to rent limitations has been recommended by the Executive Director of the Community Development Commission and the City's Committee for Housing & Community Development considered the proposed Program and on December 14, 1983 recommended to the City Council that it approve said Program; and WHEREAS, it is in the City's interest to proceed with the recommended Program and Application. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City that the Community Development Commission of the City of National City is hereby authorized and directed to file an application to the Department of Housing & Community Development, State of California for a Small Cities Grant in the amount of $600,000 of which $400,000 shall be for home improvement loans to homeowners of low and moderate income, City wide, and $200,000 shall be for a multifamily residential property improvement loans (1 to 7 units) where tenant families are of low and moderate income and where owners agree to rent limitations for a term of years within the Downtown Project. BE IT FURTHER RESOLVED, that the specific application, including its contents, is hereby authorized for filing. PASSED AND ADOPTED this 3rd day of April, 1984.
