RESOLUTION ADOPTING THE REGIONAL HOUSING
NEEDS STATEMENT ESTABLISHED BY THE SAN
DIEGO ASSOCIATION OF GOVERNMENTS
WHEREAS, on November 16, 1981, the San Diego Association of
Governments adopted a Regional Housing Needs Statement for the period 1979
to 1984, which recommended the "fair share" of housing needs for each
jurisdiction as part of the San Diego region's total housing needs; and
WHEREAS, National City adopted the Regional Housing Needs
Statement and the Regional Housing Allocation Formula as part of its housing
element; and
WHEREAS, the existing Statement and Formula relied upon the 1975
Census, Series 5 Regional Growth Forecasts, and other information available at
that time; and
WHEREAS, the effective period of the Statement and Formula (1979-
1984) is about to lapse; and
WHEREAS, the jurisdictions in the San Diego region are submitting
revised Housing elements for review and comment by the State Department of
Housing Development and Community Development; and
WHEREAS, the State Housing law requires each jurisdiction to identify
its share of the region's housing need as part of its Housing element and to
avoid the concentration of lower income households; and
WHEREAS, the San Diego Association of Governments has revised the
Regional Housing Needs Statement and Formula for 1984-1990 which uses the
1980 Census, Series 6 Regional Growth Forecasts, and other information more
currently available; and
WHEREAS, the adoption of the Revised Housing Needs Statement and
Housing Allocation Formula would provide a step in a locally developed method
of addressing housing needs of all households;
NOW, THEREFORE, the City Council of National City does hereby
resolve as follows:
1. The above recitations are true and correct.
2. National City recognizes the Regional Housing Needs Statement
and Housing Allocation Formula for use in the National City
Housing element revisions.
3. National City hereby adopts its "fair share" allocation of 1.4
percent and a five year goal to assist 235 lower income
households as part of the total lower income household goal for
the region (16,613).
PASSED and ADOPTED this 12th day of June, 1984.
