RESOLUTION ESTABLISHING A RESIDENTIAL PERMIT
PARKING PROGRAM
WHEREAS, in response to the serious adverse effects caused certain areas
and neighborhoods of the City of National City by motor vehicle congestion,
particularly the parking of motor vehicles on the streets of such areas and
neighborhoods by non-residents thereof; and
WHEREAS, such long term parking by non-residents threatens the health,
safety and welfare of all the residents of the City of National City; and
WHEREAS, it is necessary to enact parking regulations restricting unlimited
parking by non-residents therein, while providing the opportunity for residents to
park near their home; and
WHEREAS, uniform parking regulations restricting residents and non-
residents alike would not serve the public interest. Rather such regulation
would contribute to neighborhood decline while ignoring the public transit
alternatives to automobile travel available to non-residents;
NOW, THEREFORE, BE IT RESOLVED by the City Council that the
continued vitality of the City of National City depends on the preservation of
safe, healthy and attractive neighborhoods and other residential areas therein;
and
BE IT FURTHER RESOLVED that the flight of residents and property
owners from cities can be traced in part to the deterioration of such cities as
attractive and comfortable places in which to reside; and
BE IT FURTHER RESOLVED that one factor that has contributed to this
deterioration is the excessive burdensome practice of non-residents of certain
areas and neighborhoods parking their motor vehicles for extended periods of
time therein. Since there is in certain areas of the city at any one time a
large surplus of motor vehicles over available on and off-street parking spaces,
this condition detracts from a healthy and complete environment; and
BE IT FURTHER RESOLVED that a system of preferential resident
parking will serve to reduce a number of strains on residents of the city and
thus promote the general public welfare. For the reasons set forth herein, a
program of preferential parking is enacted hereby for the City of National City.

REPORT ON PERMIT PARKING
Permit Parking may be established by local authorities by ordinance or resolution
per Section 22507 of the Vehicle Code of the State of California (Attachment No. 1).
Since there are no specific State criteria which governs Permit Parking programs,
it is entirely up to the local authorities to establish their own policies and
procedures for establishing and administering Permit Parking programs.
The proposed major points of the National City program are:
A. Designation Criteria
Basic - Residential area with limited off-street parking is heavily impacted
during weekdays by non-resident parking.
Factors
1) Desire and need of the residents for permit parking.
2) The extent to which legal on -street parking spaces are utilized during the
proposed restricted hours.
3) The extent to which vehicles parked in the area during the proposed restrict-
ed hours are non-resident vehicles.
4) The extent to which vehicles registered to residents of the area exceed the
number of available off-street parking spaces.
B. Designation Process
1) A Request to the Traffic Safety Committee referred to Council. Council to
direct City Manager.
2) City Manager orders study. Staff has 30 days to complete study.
3) Within 15 days of completion of the study, the City Manager shall notice a
public hearing to discuss the results of the study and proposed boundaries.
4) City Clerk to publish 2 notices prior to the public hearing. The Superin-
tendent of Streets shall post notices of the hearing on the streets in the
proposed area.
C. Recommendation of City Manager
City Manager shall report all findings with a recommendation to the City Council
within 15 days of the public hearing.
D. Issuance of Permits
Permits are issued to:
1) One permit per motor vehicle for any legal resident of the area.
2) One permit per commercial establishment that lies within the restricted area.
3) Temporary permits may be obtained for guests, extra resident vehicle, ser-
vice vehicles.
Note: Each permit has an area code and allows that vehicle to park only in its
designated area.
E. Duration of Permit
1) Regular permits are for a duration of one year, established by the date of
adoption by the Council. Annual renewal is required.
2) Temporary oermits are only valid for. 2 weeks from the date of issuance. No
resident may obtain more than 2 temporary permits at any one time.
F. Permit Fees
1) Regular Permit costs $5.00 per vehicle annually. If the expiration date wil
occur in less than 6 months, the fee is $2.50.
There is a $0.50 transfer fee if a resident of one permit parking area moves
into another permit parking area.
2) Temporary Permit costs $0.50 per vehicle.
3) There are no provisions for refunds.
Local Regulations
22507. Local authorities may, by ordinance or resolution, prohibit or restrict
the parking or standing of vehicles on certain streets or highways, or portions
thereof, during all or certain hours of the day. Such ordinance or resolution may
include a designation of certain streets upon which preferential parking privileges
shall be given to residents and merchants adjacent to such streets for their use and
the use of their guests, under which such residents and merchants may be issued
a permit or permits which exempt them from the prohibition or restriction of such
ordinance or resolution. With the exception of alleys, no such ordinance or
resolution shall apply until signs or markings giving adequate notice thereof have
been placed. A local ordinance or resolution adopted pursuant to this section may
contain provisions which are reasonable and necessary to insure the effectiveness
of a preferential parking program.
