RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL
CITY, CALIFORNIA AUTHORIZING AND APPROVING THE FILING
OF AN APPLICATION WITH THE U. S. DEPARTMENT OF HOUSING
& URBAN DEVELOPMENT FOR A HOUSING DEVELOPMENT GRANT
WHEREAS, the voters of National City, in the Special Election held
in 1977, approved the construction of 300 units of low rent housing for
senior citizens in National City; and
WHEREAS, 150 of the 300 units were built by the Community Development
Commission of the City of National City, California (CDC) at Morgan Towers,
1415 "D" Avenue in 1979 and are assisted by the U. S. Department of Housing
& Urban Development (HUD) through the Section 8 Housing Assistance Payments
Program (new construction), leaving 150 units yet to be constructed; and
WHEREAS, the waiting list at Morgan Towers is over 600 and the need
for additional units for elderly is apparent; and
WHEREAS, the Community Development Commission of the City of National
City, California in 1983 set $2 million of its redevelopment tax increment
funds in its Seniors Housing Construction Fund and the Community Development
Commission is now putting an additional $1.9 million in said Fund
from its $9.5 million National City Downtown Redevelopment Project tax
allocation bond issue, for a total of $3.9 million plus accrued interest
and interest yet to accrue which will assure the required $4 million in
the Fund; and
WHEREAS, HUD has a new Housing Development Grant Program, National
City is on the list of Cities in the United States which may apply, and
National City's situation fits the parameters of the Program insofar as
National City has voter approval, has an excellent site ready to be
built upon, and $4 million in cash on hand for the construction of the
building; and
WHEREAS, if National City can obtain a $3 million Housing Development
Grant pursuant to the Program the building can be built for cash and
therefor not require long term continuing subsidies, thus saving the
Federal and local taxpayers many millions of dollars; and
WHEREAS, the Community Development Commission of the City of National
City (a redevelopment agency and a housing authority operating pursuant
to the applicable laws of the State of California) has prepared a specific
Application for a Housing Development Grant to HUD; and
WHEREAS, a Notice of Public Hearing in connection with this Application
for a Housing Development Grant was published in the National City Star
News, a newspaper of general circulation in the City of National City and
a public hearing was held on this matter on August 7, 1984 at a regularly
scheduled meeting of the City Council;
NOW, THEREFORE, BE IT RESOLVED that the Mayor is authorized, on behalf
of the City Council, to file an Application for a Housing Development Grant
in an amount not to exceed $3 million with the U. S, Department of Housing
& Urban Development pursuant to Section 17 of the U.S. Housing Act of 1937
as amended on November 30, 1983, and pursuant to the related administrative
regulations and the City Clerk is authorized to attest to this Resolution.
