HomeMy WebLinkAboutCC RESO 14,395RESOLUTION NO. 14,395 RESOLUTION APPROVING PLANNED DEVELOPMENT PERMIT TO ALLOW DEVELOPMENT OF A TWO-STORY, 51-UNIT MOTEL ON PROPERTY LOCATED IMMEDIATELY EAST OF I-805 AND SOUTH OF PLAZA BOULEVARD (Case File No. PD-5-84) The City Council of the City of National City, California, does hereby find, determine, order, and resolve as follows: WHEREAS, at a regular meeting of the Planning Commission of the City of National City, California, held on June 18, 1984, said Commission adopted Resolution No. 22-84 approving Planned Development Permit to allow development of a two-story, 51-unit motel on property located immediately east of I-805 and South of Plaza Boulevard, subject to certain conditions of approval; and WHEREAS, testimony and evidence presented to the City Council at their July 24, 1984 meeting support the following findings: 1. The site for the proposed use is adequate in size and shape; 2. The site has sufficient access to streets; 3. The proposed use will not have an adverse effect upon adjacent or abutting properties; 4. The proposed use is deemed essential and desireable to the public convenience and welfare. NOW, THEREFORE, BE IT RESOLVED that this application is approved subject to the following conditions: 1. Smoke detectors shall be provided for each guest room in accordance with Uniform Building Code Section 1210. 2. Smoke detectors shall be individually annunicated by room number at the manager's office or other approved location. 3. Heat detectors shall be provided for any laundry, utility or other rooms not covered by a smoke detector. These detectors shall be annunciated by the same panel as the smoke detectors. 4. Smoke detectors shall be provided in any enclosed interior corridor which shall be annunciated by floor and/or wing. 5. Manual pull stations shall be installed adjacent to each stairwell and one at the manager's office lobby. 6. Sprinkler protection shall be required under the overhang for parking. 7. Fire Department access off 14th Street, adjacent to west property line of the McDonald's site shall be provided. The access shall be secured with a wrought iron gate at least 5 feet in height and locked to guard against additional traffic in this area. This access shall be for Fire Department use only. 8. Existing asphalt berm (curb) at westerly edge of McDonald's site shall be removed. 9. Trash receptacle storage area shall be totally enclosed and architecturally integrated in to the building. 10. Adequate exterior security lighting shall be provided for all parking and building areas during hours of darkness. 11. All exterior mechanical equipment, including electrical and gas meters shall be architecturally screened from view, and electrical transformers shall be either underground or architecturally screened. 12. Pedestrian access (marked walkway) shall be provided between the proposed motel and public sidewalk on Grove Street and/or Plaza Boulevard. 13. An encroachment permit shall be approved by the City Council prior to any work being done within the northerly fifty (50) feet of the project site. 14. A detailed landscape/irrigation plan for the entire project shall be prepared by a qualified landscape architect and submitted to and approved by the Planning Department prior to issuance of a building permit. a) Said landscape/irrigation plan shall include adjoining parkways on 14th Street and Plaza Boulevard. (See Condition No. 21). b) Automatic irrigation controls shall be provided. 15. Except as otherwise provided herein, development shall be in accordance with the plans prepared by William H. Teer, A.I.A., dated October 14, 1983, revised May 4, 1984, and identified as City of National City Planning Department Exhibit "A", Case File No. CUP-1984-10/PD-5-84. 16. Asphalt concrete paving or parking lot shall be three-inch thick, Type C2-AR-400 over six-inch thick crushed aggregate base. 17. A grading plan showing flow line elevations of lot, including top grade elevations of pipes shall be submitted concurrently with building plans for issuance of a building permit. 18. Type of catch basins, drainage pipes and method of conveying drainage to box culvert shall be subject to City Engineer's approval. 19. Site plan and grading plan improvement shall be in accordance with San Diego Area Regional Standards Drawings, and the Standard Specifications for Public Works Construction, 1982 Edition. 20. A cooperative agreement shall be executed between the developer and the City of National City wherein the developer shall pay twenty (20) percent (not to exceed $16,000) of the cost of the traffic signal at Grove Street and Plaza Boulevard, prior to issuance of Building Permit. 21. Screening five to six feet in height, shall be provided adjacent to the north and west property lines, in one of the following ways: a) Developer shall obtain an encroachment permit from CALTRANS to allow the planting of low maintenance, drought resistant, screen type landscaping and install said landscaping prior to final inspection and/or occupancy of the motel; or, b) Install concrete block wall with decorative stucco finish, architecturally compatible with design of the motel building, at least six (6) feet in height, adjacent to the north and west property lines. 22. Access drive to motel from McDonald's site shall be posted "Motel Patrons Only". 23. Parking spaces numbered 1 through 16 shall be posted for use by motel patrons only, all others to be towed away at owner's expense. 24. A raised landscaped planter at least thirty (30) inches in width, shall be provided in front of parking spaces numbered 17 through 19. 25. Plans submitted for issuance of a bulding permit shall reflect compliance with all conditions imposed upon the approval of this permit; and, with all the standards set forth in City Ordinance No. 1805 for motel development. Said plans shall be subject to "Site Plan Review". 26. Swimming pool area shall be completely enclosed within a six (6) foot high decorative wrought iron fence or decorative masonry wall with self -closing and self -latching gate/s. 27. Before this Planned Development Permit shall become effective, the applicant shall file a written statement with the Planning Department, acknowledging and accepting all conditions imposed upon the approval of this permit. 28. An agreement, approved as to form and content by the City Attorney of the City of National City, agreeing to provide security devices, if security or public safety problems develop, as determined by the City Police Chief and City Manager, shall be recorded with the County Recorder prior to issuance of a building permit. 29. Woven wire metal fabric (painted black) shall be attached to the inside of the wrought iron gate on 14th Street frontage to keep debris from blowing through. 30. Excluding area of Fire Department emergency vehicle access, a decorative masonry wall shall be constructed along the setback line on 14th Street, and along the most southerly east property line (a distance of 30.55 feet) maintaining a minimum height of 6 feet above the adjacent sidewalk grade; top of the wall shall be level.
