HomeMy WebLinkAboutCC RESO 14,398RESOLUTION NO. 14,398 RESOLUTION APPROVING TENTATIVE SUBDIVISION MAP FOR THE SUBDIVISION OF 1.34 ACRES INTO 8 RESIDENTIALLY ZONED PARCELS ON PROPERTY LOCATED WITHIN THE 3700 BLOCK OF SWEETWATER ROAD, SOUTH SIDE (CASE FILE NO. S-1-84) BE IT RESOLVED by the City Council of the City of National City, California, that the tentative subdivision map for the subdivision of 1.34 acres into 8 residentially zoned parcels on property located within the 3700 block of Sweetwater Road, South Side, submitted by the Boy Scouts of America (Case File%Ito. S-1-84), be approved subject to the following conditions: 1. Final subdivision map shall met the requirements of the Subdivision Map Act and the City of National City Municipal Code, including certificates, acknowledgements and complete boundary information. 2. A current title report or letter of ownership from a title company shall be presented to the City with the final map. 3. Parcels 3, 7, and 8 do not front the existing water mains in either Calmoor Way or Sweetwater Road; therefore, remote services are required. The remote service concept is subject to the Sweetwater Authority Board of Directors review and approval. If not approved, a main extension will be required. 4. The property owner shall submit a letter to the Sweetwater Authority from the City of National City Fire Department stating fire flow requirements for this project. 5. " An on -site drainage study and drainage plan shall be approved by the City Engineer prior to issuance of any permits. 6. Existing 8 inch V.C. sewer pipe on Sweetwater Road shall be extended eastward so it can serve Lots 1 through 7. 7. Easement reservation shall be called out in the final map for lots 1, 3, 6, and 7 in order to obtain public access and utility services to these lots. 8. Sweetwater Road shall be widened approximately 24 feet along the frontage of the subdivision per City of National City standard drawing 113-S-B, curb, gutter, and sidewalk shall be included. 9. Development of each parcel shall be subject to "site plan review" and all applicable provisions of the City's land use regulations for the zone wherein located, except for those specific provisions for which a zone variance has been approved. 10. The final map shall indicate all survey and mathematical information, monuments set and found, bearings and distances and ties to existing monuments. 11. All electrical, telephone or similar distribution utility facilities shall be placed underground. 12. Maximum slope grades within the project boundary shall be 2 to 1 13. The subdivider shall submit evidence of agreement with the Sweetwater Authority for water service. Said evidence shall be ATTEST: submitted to the City Engineer prior to approval of the final map. 14. Prior to recording the final map, all monumentation shall have been accomplished. 15. Prior to recording the final map all public improvements shall be accomplished. An agreement to do the work, secured by cash, bonds or irrevocable letters of credit, can be processed in lieu of actual work. The amounts will be based upon an engineer's estimate to be approved by the City Engineer. 16. There shall be deposited with the City, in a special fund, a fee in the amount of three (3) percent of the estimated cost of all public improvements prior to processing of the final map, to be used in actual expenditures incurred, as defined in City of National City Municipal Code Section 17.24.010. 17. The applicant for building permits shall pay all sewer connection fees as determined by the Director of Building and Safety, at the time building permits are issued. 18. The applicant shall pay park fund fees of $125.00 per dwelling unit and fees of $150.00 per bedroom, per unit, for interim school facilities at the time building permits are issued. 19. Prior to approval of the final map, a slope landscape plan for all slopes three -feet or more in height, shall be prepared by a landscape architect and approved by the Planning Department. Slopes banks shall be stabilized with an approved combination of soil binding ground cover, shrubs and trees. A permanent underground irrigation system shall be included with the landscape plan. 20. On lots 1, 3, 4 and 5, no main building or accessory structure shall be permitted within twenty -feet of the property line on Sweetwater Road. 21. No main building, attached or detached accessory structure shall be permitted on Lot 4 within ten -feet of its southerly property line where common to Lot 7. 22. No main building, attached or detached accessory structure shall be permitted on Lot 4 within ten -feet of its southerly property line where common to Lot 7. 23. Excluding areas of access, area between the southerly right-of- way line of Sweetwater Road and dwelling on Lots 1, 2, 4 and 5, shall be densely landscaped utilizing specimen size trees and shrubs. 24. All conditions imposed upon the approval of Zone Variance No. Z-2-84 are attached to and made part hereof, by reference. PASSED and ADOPTED this 7th day of August, 1984.
