RESOLUTION GRANTING A PLANNED DEVELOPMENT PERMIT
(To allow development of 3 detached single
family dwellings on property located at 304
Norton Avenue: PD-7-84, Robert Thompson)
The City Council of the City of National City,
California, does hereby find, determine, order, and resolve
as follows:
1. At a regular meeting of the City Planning
Commission held on October 1, 1984, said Commission adopted
a recommendation that the owner of real property located at
304 Norton Avenue, be granted a Planned Development Permit;
2. That the City Council has received the recom-
mendation of the Planning Commission and a public hearing on
appeal was conducted by the City Council;
3. That evidence and testimony was presented to
the City Council at the meeting of November 13, 1984, and
after full and complete consideration of said evidence and
testimony, the City Council supports the following findings:
that the aesthetics of the project would be improved if
garages are constructed in lieu of proposed carports; and,
all driveways are constructed of Portland Cement Concrete in
lieu of proposed asphalt;
4. That the City Council hereby grants a Planned
Development Permit to allow development of 3 attached single
family dwellings on property located at 304 Norton Avenue,
subject to the following conditions:
a. All units shall be provided with smoke
detectors in accordance with applicable provisions of the
Uniform Building Code.
b. Waterflow required is 1,000 G.P.M. at 20
P.S.I. for two hours.
c. No parking, fire lane signs shall be
installed on the south side of the driveway (size, number
and location shall be approved by the City Fire Chief).
This access to remain unobstructed.

d. A drainage and grading plan shall be
submitted to and approved by the City Engineer. Key eleva-
tions shall be shown. A concrete gutter shall convey site
drainage to Norton Avenue.
e. An engineering variance is required for
driveway located eleven (11) feet from south property line.
f. Profile of driveway shall be submitted
to and approved by the Engineering Department and Planning
Department.
g. All walls shall be constructed of decorative
masonry and shall not exceed a height of 4 feet within the
twenty -foot front yard setback.
h. Public sidewalk adjacent to the project
site on Norton Avenue, shall be constructed contiguous to the
curb.
i. Wood fences shall not be used for required
screening. However, wood fences in conjunction with dense
landscape may be used for required screening. Interior yard
wood fences used to screen one area of open space from another
shall be landscaped on both sides.
j. All garage floors shall be surfaced with
concrete.
k. Adjacent parkway area on Norton Avenue,
shall be landscaped.
1. Detailed landscape/irrigation plans shall
be submitted concurrently with application for building permit.
m. Each dwelling unit shall be provided with
an adequate trash enclosure.
n. All utility service wires shall be placed
underground.
o. Decorative screen wall, at least six feet
in height, shall be provided along the southery property
line. Except, height of wall shall not exceed 4 feet within
front yard setback.
p. Before this planned development permit
shall become effective, the applicant shall file a written
statement with the Planning Department, acknowledging and
accepting all conditions imposed upon the approval of this
permit.
q. Provide a concrete sidewalk, at least
three feet in width, between the public sidewalk on Norton
Avenue and the sidewalk in front of the most easterly dwel-
ling.
r. Garages shall be constructed in lieu of
proposed carports.
s. All driveways shall be constructed of
Portland Cement Concrete in lieu of asphalt.
