RESOLUTION'OF INTENTION
ASSESSMENT DISTRICT NO. 223
DOMESTIC WATER IMPROVEMENTS
(Grove Street at 14th Street)
The City Council of the City of National City,
California, does hereby resolve, determine and order as
follows:
Section 1. The public interest and convenience
require and it is the intention of the City Council of said
City of National City to order the following work to be done
or improvement to be made in the City of National City, to
wit: that

be improved as follows:
Domestic Water Improvements
and that any other work auxiliary to any of the above and
which may be required to carry out the same be performed.
Section 2. The attention of all persons is directed
to the fact that all of said classes of work above described
may not be constructed upon all of the streets or public ways
above mentioned in their entirety, but only upon the particu-
lar locations shown on the plans, specifications and drawings.
Section 3. The estimated cost of said work, includ-
ing incidental expenses, is the sum of $21,823.00 . The
City has budgeted the sum of $2,639.00 as a contribution
toward said cost.
Section 4. All the aforesaid work or improvement
shall be constructed at the grades, along the lines, between
the points, of'the dimensions, at the places and in the manner
shown on the plans, specifications, profiles and drawings for
the said work approved and adopted by this Council on August
2, 1921 , by Resolution No. 14,1(1R Said plans,

of the City Clerk of the City of National City in the Civic
Center of said City, and reference is hereby made to said plans,

specifications, profiles and drawings for a full and detailed
description of said proposed work and for a description of
the grades at which said work is to be done. Said grades
are hereby adopted and established as the official grades
for all purposes in connection with proceedingsipursuant to
this Resolution of Intention. Notice is hereby given that
said grades may be new and different from those heretofore
established or existing, or may be, and in some cases are,
different from existing ground levels.
Section 5. This City Council hereby makes the
expense of said work chargeable upon a district, which dis-
trict this City Council hereby declares to be the district
benefited by the said work and to be assessed to pay the cost
and expenses thereof. For a description of said district,
reference is hereby made to a map of said district hereto-
fore approved by this City Council on file in the Office of
the City Clerk and designated as "MAP OF ASSESSMENT DISTRICT
NO. 223 FOR STREET IMPROVEMENT ON Grove Street at
14th Street
ALL IN THE CITY OF NATIONAL CITY, CALIFORNIA." This map
indicates by a boundary line the extent of the territory
included in the said proposed district and shall govern for
all details as to the extent of said assessment district.
Section 6. A11 public streets or public parks,
and all easements or rights -of -way belonging to the public,
and also all property owned by the United States of America
or the State of California now in use in the performance of
a public function are hereby specifically excluded from this
assessment district.
Section 7. Serial bonds bearing interest at the
rate of ten. percent (10%) per annum shall be issued to repre-
sent each assessmet of one hundred fifty dollars (150.00)
or over, remaining unpaid for thirty (30) days after the date
of recordation of the warrant. Said serial bonds shall extend
over a period ending nine (9) years from the second day of
January next succeeding the next September 1 following their
date. Said bonds shall be payable to bearer and there shall
be added after the redemption clause in the bond the follow-
ing language, "together with a premium of five percent (5%) of
said unmatured principal." Said bonds are to be issued
pursuant to and as provided in the Improvement Act of 1911,
Division 7 of the Streets and Highways Code of,the State of
California.
Section 8. The said proposed work is to be done
under and proceedings therefore are to be under and pursuant to
the said Improvement Act of 1911.
Section 9. Hearing of objections shall not be required.
All of the owners of lots or lands liable to be assessed, or their
agents, have signed and filed a petition waiving the hearing with
the City Clerk, on or before the fifth day prior to the day that the
Resolution of Intention is to be considered for passage, declaring
that they do not have any objections to the proposed work, the
extent of the district to be assessed, or any agreement with a
public utility or any other objections, and requesting that the
hearing of objections shall not be required.
Section 10. The National City Star News is hereby
selected as the newspaper in which this Resolution shall be
published and in which all other publications regarding the pro-
ceedings pursuant to this Resolution of Intention shall be made.
The City Clerk is hereby directed to certify to the adoption of
this Resolution and to cause said Resolution to be published in
the manner provided by law.
