HomeMy WebLinkAboutCC RESO 14,115RESOLUTION NO. 14,115 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA AUTHORIZING THE CITY MANAGER TO ENTER INTO FISCAL YEAR 1984-88 MASTER TRANSFER AGREEMENT BETWEEN THE CITY OF NATIONAL CITY, MTDB, SANDAG AND TRANSIT OPERATORS RECEIVING ARTICLE 4 TDA FUNDS BE IT RESOLVED by the City Council of the City of National City, California, that the City Manager is hereby authorized and directed to execute that certain proposed Master Transfer Agreement for FY 1984-88 between the City of National City, California, the Metropolitan Transit Development Board, San Diego Association of Governments, and all County transit operators receiving Article 4 TDA funds. ATTEST: (1=-4-4,— CITY CLE CD TE30.3 "ASTER TRANSFER AGREE•1ENT BET'nEEN THE bETROPOLITAN TRANSIT DEVELOPMENT 30ARD, SAN DIEGO ASSOCIATION OF GOVERNMENTS AND ALL OPERATORS RECEIVING ARTICLE 4 TOA FUNDS FISCAL YEARS 19E2 198^--88 • THIS AGREEENT is entered into for the purpose of establishing a system .for transferring ithin and between transit operators, leading to public perception of all operators functioning as a single unit. It is intended to increase transferability among the following -transit operators: Chula Vista Transit (South Coast Organization Operating Transit) Gerea.ede B}al-a-R4de County of San Diego El Cajon Express La Mesa Dial -a -Ride Lemon Grove Dial -a -Ride • National City Transit North County Transit District San Diego Transit Corporation San Diego Trolley, Incorporated Strand Express Joint Powers Agency RECITALS WHEREAS, Section 99282.5 of the Public Utilities Code requiresd the San Diego Metropolitan Transit Development Board (MTDB) and San Diego Association of Governments (SANDAG) to establish by July 1, 1980 rules and regulations to provide for transfers between the public transportation services of the operators within their respective areas of jurisdiction so that such services would be coordinated; and • WHEREAS, on .June 23, 1980, the MTD Board of Directors adopted Resolution No. 80-73, establishing a Transfer Policy for all operators receiving'Article 4 TDA funds in the MTDB area of jurisdiction; and WHEREAS, the MTD Board of Directors has, through Resolution Nos. 77-44 and 78-3, established a position that there should not be a charge for a transfer between equallevels of transit service; and WHEREAS, on July 21,.1980, the SANDAG Board of Directors approved Resolution No. 80-122 establishing a policy for coordination of transfers between operators receiving Article 4 TDA funds in the SANDAG area of jurisdiction; and WHEREAS, the General Manager of MTDB has been directed to prepare a Master Transfer Agreement to be executed by all operators receiving Article 4 TDA funds and, through cooperation with SANDAG, similar operators in San Diego County outside of the MTDB area of jurisdiction; and WHEREAS, the Executive Director of SANDAG has been authorized to prepare a Master Transfer Agreement, in cooperation with MTDB, to be executed by all transit operators receiving Article 4 TDA funds; and WHEREAS, the intent of the Master Transfer Agreement is to improve transit service through better coordination and cooperation among the operators within the region; and 'HEREAS, Section 99284 of the Public Utilities Code requires MTDB and/or SANDAG to take no further action in connection with the approval of any pending public transportation claim of any operator who violates any provision of Article 4 of the TDA Act of 1971 or any agreement between operators with retard to providing transportation services, until MTDB and/or SANDAG determines that such violation has ceased; and WHEREAS, the existing agreement has fulfilled the intent of improving transit service within the region; and WHEREAS, it is desirable to implement a five-year extension of the existing agreement; NOW THEREFORE, it is mutually agreed that: 1. Responsibility for Maintenance of Agreement Maintenance of this agreement shall be the responsibility of each of the operators and shall be a condition for continued receipt of TDA funds. Through cooperative agreement, MTDB and SANDAG shall monitor the implementation and maintenance of this Master Transfer Agreement. 2. Assua3 Review This Master Transfer Agreement shall become effective Stay 1; 1982 July 1, 1983 and shall be in effect for ese yeaF five years. On or before -3- jury 1; 1928 July 1, 1938, the Agreement shall be renewed, following review by MTDB, SANDAG, and each of the operators. 3. Chances J. Each operator shall give MTDB, in its area of jurisdiction, and SANDAG, sixty (60) days' notice before a desired change to the agreement may be implemented. No change shall be made without the consent of MTDB and/or SANDAG, as appropriate. 4. Scope This agreement shall cover transfers between all Article 4 operators. 5. Service Definitions The following definitions shall apply to Metropolitan area operators only: a. LOCAL Service - Bus and van service on local roads serving neighborhood destinations and feeding transit centers in the immediate area. Chula Vista Transit, National City Transit, and County of San Diego - Suburban operate LOCAL services. b. URBAN Service - Moderate speed bus service on arterial streets with frequent stops. San Diego Transit and Strand Express Joint Powers Agen:y operate URBAN service. -4- c. METRO Service - Service averaging 16 miles per ,hour or more, utilizing freeways or light rail whenever possible, with stops only at major transit canters and major residential and activity centers. San Dego Transit, and San Diego Trolley; andd .,_. ram,__ _.,d Express operate METRO services. 4 d. Dial -a -Ride - Service that does not operate 'over a fixed route. The service is dispatched through telephone requests from patrons. Gerenade D4a4-A-R44e; El Cajon Express, La Mesa Dial -A -Ride, and Lemon Grove Dial -A -Ride operate Dial -A -Ride services. e. Rural Service - Scheduled service operated in rural areas over fixed routes. County of San Diego - Rural Service operates Rural service. f. Commuter Service - Scheduled fixed -route services limited to peak - hour trips only. County of San Diego - Express Service operates Commuter service. g• Special services (such as the Short Hop and Stadium Bus) operated by individual operator are not subject to the requirements of this Agreement. -5- 6. Transfer Specifications Paper Transfers The paper transfer issued by each operator shall be honored on the next connecting bus or Trolley. (Transfers among Dial -a -Ride operators shall be exempt from this requirement.) It shall also include the following • information: a.• identification of operator; b. in the Metropolitan area, designation of service as either LOCAL, URBAN/METRO Cr LRT; such designation shall be in the form of color coding with orange designating LOCAL service, white designating URBAN/METRO service; c. the route number of the issuing vehicle (LOCAL and URBAN/METRO service only); d. the direction of travel of the issuing vehicle; e. the time of day the transfer expires (or time issued for NCTO service). MTDB shall be responsible for the printing of these paper transfers in the Metropolitan area. NCTO shall be responsible for the printing of paper transfers in the North County area. -6- Transfers Ncith County Transit District shall issue separate transfer forms. Tr-.nsfer Charoes For the purpose of calculating transfer charges, there shall be considered th.=e levels of transit service: O Level I(A): LOCAL Service O Level I(8): URBAN Service O Level I(C): Dial -A -Ride Service O Level II: METRO Service O Level III: Cornuter Service and Rural Service Transfers between equal levels of service (such as between LOCAL and URBAN) anc from higher levels to lower levels of .service (such as from Commuter to .RBAN) shall be free of charge. Transfers from Level I to Level II services will require an additional charge equal to the difference between Sa'. S4efe Trens4t s METRO and URBAN.fares (20-cents in FY 82 83). Transfers from Levels I or II to Level III service will require an adc tional charge equal to the difference between the fare charged on the Le\11 III service and the fare already paid on the orio`nating service. -7- Transfers from all levels to Leve1:I(C) will require an additional charge of S.00 to S.50. Specific transfer charges are shown in Table 1: These stipulations will apply to transfers between the north County Transit District and each other operator, but will not apply to transfers ld within the North County Transit District. The Transfer Charges Formula Matrix (see Attachment A) shall guide all Metropolitan operators in the collection of incremental fares for transfers between all levels of service. The Transfer Charges Formula• Matrix shall be amended by MTDB to reflect any chances in the transfer formula. A separate Transfer Charces Matrix shall be distributed by the MTDB showing actual transfer charges and will be amended, as necessary, to reflect any future fare changes in the difference between METRO and URBAN fares. As of July 1, 1983, North County Transit District will have a 25-cents (10-cents elderly and handicapped) transfer fee per transfer erfeet;ve da4y i; 1982 within the North County Transit District area of jurisdiction. -8- Timetable coordination shall be. established at `_;ase the points shown on Attachment B throughout the MTDB area of Jurisdiction between all operators and for as many routes as practicable.
