RESOLUTION NO. 14,176
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY, CALIFORNIA, APPROVING
AN APPLICATION FOR PLANNED DEVELOPMENT PERMIT
FOUR-STORY 98-UNIT MOTEL WITHIN THE 1600 BLOCK
OF PLAZA BOULEVARD - NORTH SIDE

The City Council of the City of National City, California,
does hereby find, determine, order, and resolve as follows:
WHEREAS, at a regular meeting of the Planning Commission
of the City of National City, California, held on September 19,
1983, said Commission adopted Resolution No. 38-83 approving
Planned Development Permit to allow development of a four-story
98-unit motel on property located within the 1600 block of East
Plaza Boulevard, north side, subject to certain conditions of
approval; and
WHEREAS, testimony and evidence presented to the City
Council at their October 25, 1983 meeting support the following
findings:
1. The site for the proposed use is adequate in size
an shape;
2. The site has sufficient access to streets;
3. The proposed use will not have an adverse effect
upon adjacent or abutting properties;
4. The proposed use is deemed essential and desirable
to the public convenience and welfare.
NOW, THEREFORE, BE IT RESOLVED that this application is
approved subject to the following conditions:
1. Project shall be sprinklered throughout.
2. Project shall provide an approved automatic alarm
system.
3. Handicapped parking stalls shall be provided in
accordance with Section 2-7102 of the State
Building Code.
4. The driveway on 12th Street shall be restricted to
fire apparatus only. An ornamental wrought iron
gate approved by the Fire Department, shall be
constructed across the driveway.
5. Building will be analyzed for compliance with
Building Code requirements after application for
building permit.
6. Development shall be in accordance with rendering
and plans prepared by Davis and Davis Architects
dated June 16, 1983.
7. Plans submitted for issuance of a building permit
shall be subject to site plan review.
8. Driveway entrances and exits shall be provided in
accordance with Section 18.58.470 of the Land Use
Code.
9. A soils report addressing allowable soil pressure
under retaining walls, signed by a registered
soils engineer shall be submitted concurrently
with plans for a building permit and/or grading
permit.
10. On -site drainage study is required.
11. Before this planned development permit shall
become effective, the following shall have been
accomplished:
a.
The applicant shall post a bond or cash in
lieu thereof with the City Treasurer in the
amount of $420.00 to be used toward upgrading
the traffic signal system at the intersection
of Plaza Boulevard and Palm Avenue.
b. The applicant shall file a written statement
with the Planning Department, acknowledging
and accepting all conditions imposed upon the
approval of this planned development permit.
12. The motel shall have a manager's apartment on
site.
13. There shall be one parking space provided for each
unit. In addition, there shall be one extra
parking space for every 10 units up to 50. Over
50, one extra parking space shall be provided for
every 20 units.
14. Kitchens or kitchenettes are prohibited in all but
the resident manager's unit.
15. Room sizes shall be at least 300 square feet in
size including the bathroom.
16. A swimming pool at least 525 square feet in size
shall be provided on site.
17. Landscaping shall be provided per Section
18.16.390 of the National City Land Use Code.
18. A revised site plan shall be submitted and
approved by the Planning Director which
incorporates all conditions of this resolution.
