HomeMy WebLinkAboutCC RESO 14,178Ye. • RESOLUTION NO. 14,178 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA APPROVING AN APPLICATION FOR PLANNED DEVELOPMENT PERMIT TO ALLOW DEVELOPMENT OF A THREE-STORY 70-UNIT MOTEL ON PROPERTY LOCATED AT 1620 EAST PLAZA BOULEVARD (PD-1-83 - ANDY HSU & ASSOCIATES) The City Council of the City of National City, California, does hereby find, determine, order, and resolve as follows: WHEREAS, at a regular meeting of the Planning Commission of the City of National City, California, held on September 19, 1983, said Commission adopted Resolution No. 39-83 approving Planned Development Permit to allow development of a three-story 70-unit motel on property located within the 1620 block of East Plaza Boulevard, north side, subject to certain conditions of approval; and WHEREAS, testimony and evidence presented to the City Council at their October 25, 1983 meeting support the following findings: 1. The site for the proposed use is adequate in size an shape; 2. The site has sufficient access to streets; 3. The proposed use will not have an adverse effect upon adjacent or abutting properties; 4. The proposed use is deemed essential and desirable to the public convenience and welfare. NOW, THEREFORE, BE IT RESOLVED that this application is approved subject to the following conditions: 1. Development of Parcel 1 shall consist of a three-story 70-unit motel building with no kitchen facilities, detached managers unit and registration office, landscaping, swimming pool and off-street parking. Architectural appearance of the building shall be in accordance with the rendering viewed by the Planning Commission at their meeting of August 29,1983. 2. Development of Parcel 2 shall consist of one 3-story, 54-unit motel addition to the 70-unit motel building on Parcel 1, and shall be subject to approval of a separate Planned Development Permit. 3. Development of Parcel 3 shall be subject to approval of a separate planned development permit. 4 A11 exit drivesTongoraz P1a ouleira -hall be posted for "RIGHT TURN" only. 5. On -site driveway on Parcel 1 adjacent to Plaza Boulevard shall have a minimum width of 27 feet. 6. Handicapped parking stalls shall be provided in accordance with Section 2-7102 of the State Building Code. An accessible route of travel shall be provided between parking stalls and the buildings. 7. Buildings shall be analyzed for compliance with Building Code requirements after application for a building permit. 8. The motel portion of the project shall be fully sprinklered and provided with an approved automatic alarm system. 9. Except as otherwise noted herein, project development shall be in accordance with Site Development Site Plan prepared by Biggs Engineering dated June 15, 1983, and typical floor plan and drawing of exterior elevations prepared by Davis and Davis Architects dated June 30, 1983. 10. On -site and off -site drainage study, signed by a Registered Civil Engineer, shall be submitted concurrently with plans for a building and/or grading permit. Overflow of Paradise Creek from inlet of 10 foot diagonal diversion structure shall be addressed. 11. A soils report addressing allowable soil pressure under retaining walls, signed by a Registered Soils Engineer is required. 12. Minimum cut or fill slopes shall be 2:1. 13. Before this planned development permit shall become effective, the following shall have been accomplished: a. The applicant shall post a bond or cash in lieu thereof with the City Treasurer, in the amount of $3,420.00 to be used toward upgrading the traffic signal system at the intersection of Plaza Boulevard and Palm Avenue. b. The applicant shall file a written statement with the Planning Department, acknowledging and accepting all conditions imposed upon the approval of this planned development permit. 14. In conjunction with development of Parcel 1, the setback area along Palm Avenue, adjacent to the frontage of Parcel 2, shall be irrigated and landscaped; and, the setback area along Plaza Boulevard frontage of Parcel 3 shall be mounded (at least 4-feet in height), irrigated and landscaped. r-- ATTEST: A detailed landscape/irrigation plan shall be approved by the Planning Department prior to installation. 15. The motel shall have a manager's apartment on site. 16. There shall be one parking space provided for each unit. In addition, there shall be one extra parking space for every 10 units up to 50. Over 50, one extra parking space shall be provided for every 20 units. 17. Kitchens or kitchenettes are prohibited in all but the resident manager's unit. 18. Room sizes shall be at least 300 square feet in size including the bathroom. 19. A swimming pool at least 525 square feet in size shall be provided on site. 20. Landscaping shall be provided per Section 18.16.390 of the National City Land Use Code. 21. A revised site plan shall be submitted and approved by the Planning Director which incorporates all conditions of this resolution. PASSED AND ADOPTED this 15th day of Novembe 1983. CITY CIiRK
