(3)
The project will require displacement of a
maximum of 29 businesses and this effect is
considered to be insignificant with mitigation.
The combination of redevelopment and City
ordinances will eliminate any concentration
of adult entertainment and related businesses
within National City. No significant adverse
impacts will occur.
The combination of nearby City or County ordinances,
as may be applicable, private land use controls,
and economic conditions will prevent any
concentrated movement of adult entertainment
and related businesses from the City of National
City to surrounding communities. No significant
adverse impacts will occur.
(4) With the existing and proposed Redevelopment Project
controls, those of the City of National City, and of
all nearby cities and county areas, the positive
and beneficial consequences of the Project far
outweigh any potential adverse environmental
consequences.
