RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY, CALIFORNIA, URGING THE
LEAGUE OF CALIFORNIA CITIES TO SEEK LEGIS-
LATION TO STRICTLY ENFORCE THE INTENT OF
SB 90 TO REQUIRE THE STATE TO PAY ALL
EXPENSES OF PROGRAMS FOR IMPLEMENTATION BY
CITIES
WHEREAS, the cities of the State of California
believed that SB 90 would provide a sound vehicle for relieving the
cities from the ever increasing and almost impossible burden
of financing programs mandated by the State of California; and
WHEREAS, experience has shown that except for
those instances where the Legislature explicitly recognizes
that they are mandating a program and concurrently acknowledges
the financing of special programs, that the cities are in
no way relieved from a multiplicity of costly programs
which they become obligated to undertake as a result of
actions of the State Legislature; and
WHEREAS, either indirectly or through subsequent
judicial actions, cities are rapidly required to bear the
burden of programs established by the State.
NOW, THEREFORE, BE IT RESOLVED that the City
Council of the City of National City urges the League of
California Cities to encourage and support legislation that
would in every instance require the State to pay for the
costs of any program either directly mandated or ultimately to
be required to be performed by cities.
PASSED AND ADOPTED this 14th day of September, 1982.
