HomeMy WebLinkAboutCC RESO 13,897RESOLUTION NO. 13,897 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, APPROVING AN APPLICATION FOR TENTATIVE SUBDIVISION MAP TO ALLOW THE DEVELOPMENT OF AN OFFICE CONDOMINIUM BUILDING ON PROPERTY LOCATED AT 2600 PLAZA BOULEVARD (APPLICANT: PLAZA PARK ASSOCIATES, CASE FILE NO. S-1-82) BE IT RESOLVED by the City Council of the City of National City that the tentative subdivision map for the development of a four-story office condominium complex at 2600 Plaza Boulevard, submitted by Plaza Park Associates (Case File No. S-1-82), be approved subject to the following conditions: 1. A current title report or letter of ownership from a title company shall be presented to the City with the Final Map. 2. Any site development work, including cut of fill slopes, and extension of brow ditches outside the property limits will require proper easements or letters of permission from adjacent property owners. 3. A Flood Ilazard Area Development (FHAD) permit shall be obtained from the City Engineer. 4. Studies and/or reports prepared by a registered professional engineer in the appropriate discipline and approved by the City Engineer are required as follows: a. Design of drainage structure to convey the 100 year flood. No permanent buildings will be located over drainage structures. b. Certification that encroachment into the designated floodway will not result in an increase in flood levels during the occurrence of the base flood discharge. c. A soils report addressing potential seismic problems, soil bearing strengths, adequacy of cut and fill slopes and recommended protective measures if required, lateral pressures on walls, and other relevant items that may come to the attention of the soils engineer. 5. The final map indicate all survey and mathematical information, monuments set and found, bearing and distances and ties to existing monuments. 6. A grading plan will be required showing drainage, off -site grading and reasonable solution to slopes and surface drainage on the property of the subdivision, and shall be approved by the City Engineer prior to approval of the Final Map. 7. Maximum slope grades within the project boundary and for any off -site slope work shall be 2 to 1. 8. The developer shall enter into an agreement with the Sweetwater Authority for the extension of required facilities for water service. Evidence of the agreement shall be submitted to the City Engineer prior to approval of the Final Map. 9. All easements of record shall be indicated in the Final Map. 10. Prior to recording of Final Map, all monumentation (see item 5) will have to be accomplished. 11. Prior to recording of Final Map all public improvements will have to be accomplished. An agreement to do the work, secured by bonds or irrevocable letters of credit, can be processed in lieu of actual work for items 10 and 12. The amounts will be based upon an engineer's estimate approved by the City. 12. There shall be deposited with the City in a special fund a fund fee in the amount of 3% of the estimated cost of all public improvements prior to processing of the Final Map, to be used in actual expenditures incurred, as defined in the Municipal Code, Section 17.24.010. 13. Prior to the recording of a Final Map, a copy of the Covenants, Conditions and Restrictions shall be filed with and approved by the City Attorney of the City of National City. a. Clearly specify a "level of maintenance" to be expected of all landscaped areas and suitable measures to guarantee compliance therewith by the Homeowner's Association. b. Provide that the City may enter the property and perform necessary maintenance work and place a tax lien on the property to cover the costs thereof. c. Provide for the maintenance of and continued unobstructed access to fire protection equip- ment and life safety systems and appliances per City Ordinance 1591 and Uniform Code Sections 13.206, 13.207, 13.208 (a) through (e), and 13.202 (a) and (b) as required by the City of National City Fire Department. d. Clearly specify a level of architectural quality, including uniform colors, textures, signs, etc., to be expected of the office building and suitable measures to guarantee compliance therewith by individual owners. -2- 14. All conditions of PD-4-82 shall also be conditions of this subdivision. 15. Prior to the recording of the Final Map, the following documents shall have been filed with and approved by the National City Planning Department: a. Diagrammatic floor plans. b. Consent to record.
