RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY, CALIFORNIA, APPROVING
TENTATIVE SUBDIVISION MAP - 'MORNING BREEZE'
SOUTHWEST CORNER OF 16TH STREET AND LANOITAN AVENUE
(APPLICANT: ALFREDO AND JULIETA GREGORIO)
BE IT RESOLVED by the City Council of the City of
National City that the tentative subdivision map for the
development of 16 residential lots located at the southwest
corner of 16th and Lanoitan, submitted by Alfredo and Julieta
Gregorio (Case File No. S-2-82), be approved subject to the
following conditions:
1. A current title report or letter of ownership
from a title company shall be presented to the City with the
Final Map.
2. Any site development work, including cut or
fill slopes, and extension of brow ditches outside the property
limits will require proper easements or letters of permission
from adjacent property owners.
3. Drainage from slope on west side of Lot 7 shall
be collected in a swale or brow ditch and dropped into existing
42" RCP north of Lot 7 by means of a catch basin. No drainage
shall be allowed to flow onto adjacent properties.
4. Existing brow ditch on Leisure Estates lot
ending westerly of the southwest corner of the subdivision
shall be extended and connected to proposed brow ditch along
the southwest boundary of the subdivision. A right of entry
permit to do this work will be required.
5. Studies and/or reports prepared by a registered
professional engineer in the appropriate discipline, and
approved by the City Engineer are required for the design of
drainage structures to convey the 100-year flood, justifying
the size of swales and the size of the proposed and existing
drainage structures.
6. The final map shall indicate all survey and
mathematical information, monuments set and found, bearings and
distances and ties to existing monuments.
7. Subdivider shall acknowledge and agree to
notify all buyers that the City may require that the Cul-de-sac
shall be red -curbed and posted "No Parking."
8. Relocation of the existing sewer and
construction of future drainage appurtenances will be
accomplished prior to relocation of the existing easement.
Appropriate easements for these will be dedicated on the final
map.
9. A grading plan will be required showing
drainage, off -site grading and a reasonable solution to slopes
and surface drainage on the property of the subdivision, and
shall be approved by the City Engineer prior to approval of the
final map.
10. Street dedication will be required and streets
shall be improved as follows:
The east west street connecting Morning Breeze
and Lanoitan Avenue:
50 foot right-of-way
40 foot paved (driven) way
4.5 foot sidewalk (measured from curb face)
Cul-de-sac:
45 foot right of way
40 foot curb line
4.5 foot sidewalk (measured from curb face)
11. A four -foot wide utility easement will be
required along all street frontage within the subdivision
except 16th Street.
12. All utilities are to be underground in a trench
behind the sidewalk. Provide underground cable for
television.
13. Street lights are to be provided by the
developer from a design approved by the street lighting
coordinator of the San Diego Gas & Electric Company and the
City Engineer.
14. Sewer line improvements shall be made in
accordance with the requirements of the City Engineer.

15. An existing 48" drain pipe at Lanoitan Avenue
shall be extended to connect the system to an existing drain
pipe at 16th Street.
16. Maximum slope grades within the project
boundary and for any offsite slope work shall be 2 to 1.
17. The developer shall enter into an agreement
with the Sweetwater Authority for the extension of required
facilities for water service. Evidence of the agreement shall
be submitted to the City Engineer prior to approval of the
final map.
18. Access rights to 16th Street from lots 8, 9,
and 10 shall be relinquished.
19. All easements of record shall be indicated in
the final map.
20. Prior to recording of final map, all
monumentation (see Item 6) will have to be accomplished.
21. Prior to recording of final map all public
improvements will have to be accomplished. An agreement to do
the work, secured by bonds or irrevocable letters of credit,
can be processed in lieu of actual work for Items 20 and 22.
The amounts will be based upon an engineer's estimate approved
by the City.
22. There shall be deposited with the City in a
special fund a fee in the amount of 3% of the estimated cost of
all public improvements prior to processing of the final map,
to be used in actual expenditures incurred, as defined in the
Municipal Code, Section 17.24.010.
23. The applicants for building permits shall pay
all sewer connection fees as determined by the Superintendent
of Building and Housing at the time building permits are
issued.

24. The applicant shall pay park fund fees of
$125.00 per dwelling unit and fees of $150.00 per bedroom per
unit for interim school facilities at the time building permits
are issued, pursuant to National City Ordinance Numbers 1622
and 1629.
25. Prior to approval of the final map, a slope
landscape plan for all slopes 3 feet high and over prepared by
a licensed landscape architect shall be approved by the City.
Slope banks shall be stabilized with an approved combination of
soil binding ground cover, shrubs and trees. A permanent
underground irrigation system shall be included with the
landscape plan. A street tree plan shall be submitted in
conjunction with the slope landscape plan. Street trees will
be installed in accordance with the approved Street Tree Plan.
26. A new fire hydrant capable of delivering a
minimum of 1000 gallons per minute with a minimum residual
pressure of 25 PSI shall be installed in Morning Breeze Circle.
Exact location to be determined at time of installation.
