A RESOLUTION OF THE CITY COUNCIL OF THE CTTY OF
NATIONAL CITY REQUESTING THE STATE LEGISLATURE
TO INVESTIGATE, AUDIT AND ENACT LEGISLATION
REGULATING SAN DI:E:GO GAS & ELECTRIC COMPANY
WHEREAS, the cost of natural gas and electricity
to the citizens of the City of National City has continued
to increase at an alarming rate, and
WHEREAS, the rates charged by the utility servicing
the City of National City, San Diego Gas E Electric Company,
has sharply increased while stockholders of the utility en-
joyed a high rate profit, and
WHEREAS, the citizens of the City of National City
have been forced to pay ever increasing rates for their
energy consumption despite the profits realized by San Diego
Gas E Electric Company, and
WHEREAS, despite this extraordinary profit and
despite the history of rate increases, the California Public
Utilities Commission, constitutionally vested with regulatory
powers over utilities for the public's protection, has granted
San Diego Gas F Electric Company a multi -million dollar in-
crease;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of National City request and strongly recommend'.
the legislature of the State of California, the following:
1. That an audit independent of Public Utility
Commission control be commissioned of San Diego Gas &
Electric Company. This audit shall not only identify
any deficiencies in fiscal planning and fiscal manage-
ment, but it should also focus on operational deficien-
cies which if corrected would provide efficient, econ-
omical operation.
2. Instigate the investigation of the rate making
procedures of the Public Utilities Commission, spec-
ifically in regard to those procedures as applied to
San Diego Gas ? Electric Company.
3. Create and convene a legislative committee
to study the regulations, policies, organizational
structure and statutory authority of the Public
Utilities Commission and PUblic Utilities Code. This
Committee shall recommend and introduce legislation
which shall require the Public Utilities Commission
to truly serve the public.
4. That the April 1, 1982 proposed increase in
San Diego Gas & Electric's rate be enjoined pending
the completion of these recommended investigations
and audits.
